Session 21, December 7, 2020
Mayor Benson called the 21st Regular Session of Council to order on Monday, December 7, 2020. Council of the Whole and the Navarre Planning Commission held meetings prior to this meeting. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. This public meeting is being recorded. Members answering roll call were Pat Winkhart, Justin Cline, Liz Urbach, Daniel Rouse, Josh Smith and President Pro Temp Derek Netzly. Also present at the meeting were the Village Solicitor Attorney Terry Seeberger, Clerk-Treasurer Anne Johnson, Merideth Blackwood, Marshall Bolvin, Matt Crum, Bob Dehoff, Clint McIntryre, Dee Ann Miller, Amber and Rocky Ross. Representatives from Tractor Supply, Tom Guschke, Julie Miller, Bill Metzinger, Marjorie Rockwell and Jubal Smith attended the meeting via Zoom.

Ms. Winkhart moved to approve the minutes of the 20th Regular Session of Council held on November 16, 2020. Mr. Netzly seconded. Winkhart yes, Cline yes, Urbach, Rouse yes, Netzly yes. Mr. Smith abstained. Five yes votes. Minutes approved.

PUBLIC PARTICIPATION
Jubal Smith of Tractor Supply thanked Terry Seeberger for all of his work behind the scenes.

FINANCE
Clerk-Treasurer Anne Johnson gave Council a copy of today’s check register and the bills and claims.

MAYOR
Mayor Benson expressed his gratitude to Stark Board of Trade and Tractor Supply for their efforts for Prospect Park.

Ordinance 21-2020, an ordinance amending Village employee salaries and wages, was given a third and final reading. Mr. Netzly offered, Ms. Winkhart seconded Ordinance 21-2020 be placed in final passage with the change to the Cemetery Sexton pay. Resolution 2020-16, a resolution authorizing hiring First Energy Advisors to broker electricity aggregation for the Village of Navarre electric aggregation program. Ms. Winkhart offered and moved to accept Resolution 2020-16. Ms. Urbach seconded. Winkhart yes, Cline yes, Urbach yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Resolution 2020-16 accepted.

MISCELLANEOUS
Ms. Winkhart reported someone is needed on the Planning Commission to replace Chris Roberts. She also reported the Finance Meeting with department heads went well.

Ms. Urbach would like to postpone awarding the Coronavirus Relief Fund money. She advised more time is needed for documentation. She requested a Committee of the Whole Meeting on December 15, 2020 at 6:30 pm to discuss same.

Mr. Smith stated the football field is not a viable location for the recycle dumpsters.

Mr. Netzly said the Finance Committee Meeting held last week with the department heads was a huge success. He reviewed the needs of each department. He stated he would like Attorney Terry Seeberger to move forward with getting an income tax increase on the May ballot.
