Session 13, July 20, 2020
Mayor Benson called the 13th Regular Session of Council to order on Monday, July 20, 2020. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Pat Winkhart, Justin Cline, Liz Urbach, Daniel Rouse, Joshua Smith and President Pro Temp Derek Netzly. Also present at the meeting were the Village Solicitor Attorney Terry Seeberger, Clerk-Treasurer Anne Johnson, Erie Valley Fire and Rescue Chief Rick Annen and Village Administrator Zachary Wisselgren.
Mr. Netzly moved to approve the minutes of the 12th Regular Session of Council held on July 6, 2020. Ms. Winkhart seconded. Winkhart yes, Cline yes, Urbach abstained, Rouse yes, Smith yes, Netzly yes. Five yes votes. Minutes approved. FINANCE Clerk-Treasurer Anne Johnson gave Council a copy of today’s check register. SAFETY FIRE Erie Valley Fire and Rescue Chief Rick Annen reviewed the monthly and yearly report. He advised no one was injured in the fire at Wheeling and Lake Erie Railroad, but said the loss is between four to five million dollars. He stated there was good communication between the departments with the new MARCS radio system in place. Ohio Hall of Fame Fire Service and Ohio Fire Awards have selected Erie Valle Fire and Rescue as the recipient for the Ohio Fire Department of the Year Award. A ceremony is slated for September 14, 2020. There have been forty-nine new cases of COVID-19 in the County this weekend associated with some bars and parties. ORDINANCE AND RESOLUTIONS Resolution 2020-5, a resolution authorizing the Cooperative Development Agreement for Stark Board of Trade. Ms. Winkhart offered and moved to accept Resolution 2020-5. Ms. Urbach seconded. Winkhart yes, Cline yes, Urbach yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Resolution 2020-5 accepted. STREETS AND ALLEYS Village Administrator Zachary Wisselgren advised a Street Sweep is scheduled for Wednesday and that he will make sure they are using water during the sweep. Zachary Wisselgren reported paving bids will be advertised by the end of the week. Zachary Wisselgren stated a resident struck sandstone rocks in the alley between Bender Street and Oakbrook Street. Zachary Wisselgren spoke with Altercare regarding the property at 607 Park Street NW. The building has collapsed and is rat infested. The property is scheduled to be cleaned up next month. Zachary Wisselgren said trees were cut down in Kiwanis Park. The Navarre Baseball and Softball Association will be playing fall ball at the Gulley Fields and a Porta-Jon will be needed. MISCELLANEOUS Ms. Winkhart reported she has received complaints about the weeds along the creek bed in Navarre-Bethlehem Park. The Park Board is working on the issue. Mr. Rouse reported the mirror located at Nickles Bakery needs adjusted. Mr. Netzly asked about the Drug Test Policy. He also stated if there are empty garages that are not being used by the Village that we should consider selling them. He also said he would like Zach to print out agendas. Mr. Netzly motioned, Mr. Smith seconded to not have a council meeting on September 7, 2020. Winkhart yes, Cline yes, Urbach yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Motion carried. Mr. Netzly advised he would like to have a Finance Committee Meeting on August 17, 2020 with Zachary Wisselgren and Anne Johnson to discuss pay raises for the Village employees. Zachary Wisselgren reported he is going to use caution tape to rope off the fishing dock by the Water Treatment Plant, as the dock is dilapidated.
