Session 22, December 21, 2020
Mayor Benson called the 22nd Regular Session of Council to order on Monday, December 21, 2020. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. This public meeting is being recorded. Members answering roll call were Pat Winkhart, Justin Cline, Liz Urbach, Daniel Rouse, Josh Smith and President Pro Temp Derek Netzly. Also present at the meeting were the Village Solicitor Attorney Terry Seeberger, Administrator Zachary Wisselgren, Clerk-Treasurer Anne Johnson and resident Matt Crum. Councilman Josh Smith and Police Chief Dennis Albaugh attended the meeting via Zoom. Mr. Winkhart moved to approve the minutes of the 21st Regular Session of Council held on December 7, 2020. SAFETY POLICE Police Chief Dennis Albaugh reviewed the monthly police report with Council. He advised he is getting quotes for a sally port. He said Navarre Police helped with the visit from Santa. He reported that everyone is healthy and COVID free. FINANCE Clerk-Treasurer Anne Johnson gave Council a copy of today’s check register and the bills and claims. SOLICITOR Village Solicitor Attorney Terry Seeberger reported that Tractor Supply has submitted the final site plan. The Zoning Inspector will approve the Zoning Certificate and then a Construction Management Agreement will be needed for the extension of Sterilite Street. He advised the Village needs to consider future sewer capacity increases for further development at Prospect Park. MAYOR Mayor Benson requested Council re-appoint Jim Savage as the Navarre Resident appointment to the Navarre Bethlehem Joint Fire District for the period of January 1, 2021 thru December 31, 2022. Mayor Benson and Council wished everyone a Merry Christmas. ORDINANCE AND RESOLUTIONS Ordinance 32-2020, an ordinance submission to electors to increase income tax to 2%. Mr. Netzly moved to accept Ordinance 32-2020. Ms. Winkhart seconded. Winkhart yes, Cline yes, Urbach yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Motion carried. The first reading was given. Ordinance 33-2020, an ordinance approving form of Cares Act Distribution Agreements, to be passed as an emergency. Ms. Urbach offered and moved to accept Ordinance 33-2020 and declared same to be an emergency. Mr. Netzly seconded. Winkhart yes, Cline yes, Urbach yes, Rouse yes, Smith yes, Netzly yes. STREETS AND ALLEYS Village Administrator Zachary Wisselgren requested a Street Committee Meeting with Ms. Winkhart, Mr. Cline and Mr. Smith on January 4, 2021 at 6:30 pm to discuss street paving for 2021. He reported ten trees were recently planted in the Village and that the Tree City Application deadline has been extended. MISCELLANEOUS The yard waste pit at the Waste Water Treatment Plant is open Monday – Friday from 7:30am to 3pm, weekends and holidays from 8:30 am to 11 am. Zachary Wisselgren reported that Village Engineer Don Dummermuth will not be taking employees to lunch, but he will make a donation for Underwood Park instead. Zachary Wisselgren reported the cost of $60,000 for a new Bobcat Telehandler that will work with Village attachments. Zachary Wisselgren wished everyone a Merry Christmas and Happy New Year. Ms. Winkhart reported the Planning Commission is in need of a new member. Mr. Netzly motioned to re-appoint Ms. Urbach as the Resident Representative and Mr. Cline as the Council Representative on the Navarre-Bethlehem Park Board. Ms. Urbach seconded.
