Session 18, October 19, 2020
Mayor Benson called the 18th Regular Session of Council to order on Monday, October 19, 2020. Council of the Whole met prior to this Council Meeting. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Pat Winkhart, Justin Cline, Liz Urbach, Josh Smith and President Pro Temp Derek Netzly. Daniel Rouse was not present. Also present at the meeting were the Village Solicitor Attorney Terry Seeberger, Clerk-Treasurer Anne Johnson, Navarre Police Chief Dennis Albaugh, Village Administrator Zachary Wisselgren, Matt Crum and property owner Merideth Blackwood.
Mr. Netzly moved to approve the minutes of the 17th Regular Session of Council held on October 5, 2020. Ms. Winkhart seconded. Winkhart yes, Cline yes, Netzly yes. Urbach and Smith abstained. Three yes votes. Minutes approved. Ms. Winkhart moved to approve the minutes of the Special Council Meeting held on September 28, 2020. Mr. Netzly seconded. Winkhart yes, Cline yes, Rouse yes, Netzly yes. Four yes votes. Minutes approved. PUBLIC PARTICIPATION Merideth Blackwood, owner of 21 Canal Street West, said she has an issue with where the recycle dumpsters have been placed. She requested the Village find another location for the dumpsters. She stated the current location of the dumpsters is needed for public parking. She also said there is a discrepancy with the property line. She wants to build a deck on her property and needs access to the property behind her building for parking. Council discussed options for another location of the recycle bins. The Village will get a survey of the property. SAFETY POLICE Police Chief Dennis Albaugh distributed and reviewed the monthly Police Report with Council. FINANCE Clerk-Treasurer Anne Johnson gave Council a copy of today’s check register and the bills and claims. She reported the Village received another disbursement of CARES ACT money in the amount of $65,000. SOLICITOR Village Solicitor Attorney Terry Seeberger advised Council that Resolution 2020-13 is needed for commercial building plans to go through the Stark County Building Department rather than through the State. ORDINANCE AND RESOLUTIONS Ordinance 20-2020, an ordinance amending Codified Municipal Regulation 151.51(B) was given a second reading by title only and will be passed as an emergency. Ordinance 20-2020, Mr. Netzly moved, Ms. Urbach seconded rules requiring three separate readings of Ordinance 20-2020 be suspended. Winkhart yes, Cline yes, Urbach yes, Smith yes, Netzly yes. Resolution 2020-12, a resolution accepting the amounts and rates determined by the Budget Commission and authoring the necessary tax levies and certifying them to the County Auditor. Ms. Winkhart offered and moved to accept Resolution 2020-12. Mr. Netzly seconded. Winkhart yes, Cline yes, Urbach yes, Netzly yes. Five yes votes. Resolution 2020-12 accepted. Resolution 2020-13, a resolution authorizing entering into a Memorandum of Understanding with the Stark County Building Department for plan review of a proposed structure at Prospect Park Industrial Park. Ms. Winkhart offered and moved to accept Resolution 2020-13. Ms. Urbach seconded. Winkhart yes, Cline yes, Urbach yes, Smith yes, Netzly yes. Five yes votes. Resolution 2020-13 accepted. MAYOR Mayor Benson said he received a thank you card from the Fairless Food Cupboard. STREETS AND ALLEYS Village Administrator Zachary Wisselgren reported that foundations have been poured at the cemetery. He said the dump truck has been sandblasted and painted. The Street Committee will meet to prepare a paving list for next year. UTILITIES Village Administrator Zachary Wisselgren stated the annual metrics for the Water Department are due by November 15, 2020. MISCELLANEOUS Bethlehem Township used some of the CARES Act money supplied to them to have touchless faucets installed at Navarre-Bethlehem Park. The Village can use some of the CARES Act money provided to have new drinking fountains installed in the Village. The yard waste pit at the Waste Water Treatment Plant is open Monday through Friday from 7:00 A.M. through 3:00 P.M. and on weekends and holidays from 8:30 A.M until 11:00 A.M. Justin Cline reported there are three broken swings at Underwood Park and that the equipment needs painted. Ms. Urbach stated the Park Board Golf Outing went well. She is working on an application for small businesses to receive CARES Act money for COVID related expenses. Mr. Netzly requested a Council of the Whole Meeting for Monday, October 26th at 7:00 pm and a Special Council Meeting at 8:00 pm to discuss pay raises. BILLS AND CLAIMS Ms. Urbach moved to approve bills and claims in the amount of $43,182.53. Mr. Netzly seconded. Winkhart yes, Cline yes, Urbach yes, Smith yes, Netzly yes. Five yes votes.
