Session 19, November 1, 2021
Mayor Benson called the 19th Regular Session of Council to order on Monday, November 1, 2021. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. This public meeting is being recorded. Members answering roll call were Pat Winkhart, Joe Kammer, Justin Cline, Daniel Rouse, Josh Smith and Derek Netzly. Also attending the meeting were Village Administrator Zachary Wisselgren, Clerk-Treasurer Anne Johnson and Village Solicitor Attorney Terry Seeberger.

Mr. Netzly moved to approve the minutes of the 18th Session of Council held on October 18, 2021. Ms. Winkhart seconded. Winkhart yes, Kammer yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Minutes approved.



FINANCE
Clerk-Treasurer Anne Johnson distributed to Council a copy of today’s check register, the October financial statements and the bills and claims. She discussed allowable uses of the local Fiscal Recovery Funds.



SOLICITOR
Village Solicitor Attorney Terry Seeberger advised Ordinance 15-2021 was created by request from the Acting Interim Police Chief Chad Shetler and Sergeant Matt Amendola. Attorney Terry Seeberger also suggested a JEDD (Perry-Navarre) Meeting should soon be scheduled.

ORDINANCE AND RESOLUTIONS
Ordinance 15-2021, an ordinance of Regulation 76.10, to regulate trailer parking on streets. Mr. Netzly offered and moved to accept Ordinance 15-2021. Ms. Winkhart seconded. Winkhart yes, Kammer yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Motion carried. The first reading was given.

MAYOR
Mayor Benson reported the Navarre Police Department has achieved Provisional Ohio Collaborative Laws Enforcement Certification. Mayor Benson advised he will be appointing a Chief of Police and a new full-time officer at the Council Meeting scheduled for November 15, 2021. Mayor Benson also stated he received a Thank You card from the Fairless Food Cupboard for the donation made by the Village.

ADMINISTRATOR
Village Administrator Zachary Wisselgren reported he has been speaking to the County Engineer regarding a 35 mph speed limit for Fohl Street. Mr. Wisselgren said some trees on Fohl Street will be trimmed for better vision. He reported the estimate cost received from the Engineer for paving Canal Street next year was $400,000.00. The plan is to continue to pave roads, with curb and gutter work following. He suggested the Village could offer to help residents with a Sidewalk Repair Program that utilized Village employees. Mr. Wisselgren reported he met with John Walsh today about the punch list for Sterilite Drive. He will work on signage to make Market Street a truck route, which will allow the police to enforce the route. There should not be thru trucks on Wooster Street. Lastly, he said work continues on the Market Street Park.

MISCELLANEOUS
Ms. Winkhart shared an article about self-guided walking tours in Massillon. She asked if anything has been received regarding 77 Brewhouse? Mayor Benson replied that nothing has been received, but advised when we do we can address the issues that they have. Ms. Winkhart reported she will be resigning from her Council position at the end of the year. She advised two years are left on her term. She encourages everyone to vote tomorrow. Lastly, she commended the Police Department on the improvements made to the building.

Mr. Kammer said he was contacted about moving the recycle dumpsters. Mayor Benson is working with Nichols Surveying to prepare the lot for sale at auction. Mr. Netzly commented it would be better used as public parking.

Mr. Netzly reported there was a Finance Committee Meeting tonight at the Police Station. He commends the Officers, especially Detective Dan Kirby for the tremendous amount of work he completed at the Department. He advised he would like to have another Finance Committee Meeting on November 15, 2021 at 6:00 pm, prior to the Council Meeting.

Mr. Smith said several people came to the Town Hall Meeting. He said interest was expressed in updating the Canal similar to Canal Fulton. Mr. Smith stated he would like to have a tv camera, mike and laptop to Zoom Council Meetings. Mr. Smith motioned and Mr. Netzly seconded moving forward with the purchases of same. Winkhart yes, Kammer yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Motion carried.

BILLS AND CLAIMS
Mr. Netzly moved to approve bills and claims in the amount of $151,170.41. Mr. Cline seconded. Winkhart yes, Kammer yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Bills and claims approved.
