Session 4, February 15, 2021
Mayor Robert Benson called the 4th Regular Session of Council to order on Monday, February 15, 2021. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. This public meeting is being recorded. Members answering roll call were Pat Winkhart via Zoom, Justin Cline via Zoom, Daniel Rouse via Zoom, Joshua Smith via Zoom and Derek Netzly. Liz Urbach was excused from the meeting. Also attending the meeting were Clerk-Treasurer Anne Johnson, Village Administrator Zachary Wisselgren via Zoom, Village Solicitor Attorney Terry Seeberger via Zoom, Navarre Police Chief Dennis Albaugh via Zoom and Matt Crum via Zoom.

Mr. Netzly moved to approve the minutes of the 3rd Regular Session of Council held on February 1, 2021. Ms. Winkhart seconded. Winkhart yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Five yes votes. Minutes approved.

SAFETY POLICE
The monthly Police Report was distributed to Council. Navarre Police Chief Dennis Albaugh reported that the Ohio Law Enforcement Gateway is making changes to their program. The Stark County Sheriff’s Department is switching over to another reporting system that other agencies may also use. He said catalytic converters were stolen from the work trucks at Hukill Tile. He reported that work is being done on a separate evidence room at the police station. He advised that Officers will be recertifying with the Fire Department for First Aid and CPR.

FINANCE
Clerk-Treasurer Anne Johnson gave council a copy of today’s check register and the bills and claims.

ORDINANCES AND RESOLUTIONS
Ordinance 3-2021, an ordinance of Permanent Appropriations, was given a second reading by title only.

Ordinance 5-2021, an ordinance approving replat of the property owned by Trailhead Canoe Livery, to be passed as an emergency. Ms. Winkhart offered and moved to accept Ordinance 5-2021 and declared same to be an emergency. Mr. Netzly seconded. Winkhart yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Five yes votes. Motion carried. Ordinance accepted.

Ordinance 5-2021, Mr. Netzly moved, Mr. Cline seconded rules requiring three separate readings of Ordinance 5-2021 be suspended. Winkhart yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Five yes votes. Rules requiring three separate readings suspended.

Ordinance 5-2021, Mr. Smith moved, Mr. Netzly seconded Ordinance 5-2021 be placed in final passage. Winkhart yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Five yes votes. Motion carried. Ordinance 5-2021 duly adopted.

Resolution 2021-3, a resolution authorizing the bid notice for Sterilite Street Extension No. 3. Ms. Winkhart offered and moved to accept Resolution 2021-3. Mr. Smith seconded. Winkhart yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Five yes votes. Resolution 2021-3 accepted.

MAYOR
Mayor Robert Benson reported that Katherine Gessner, President of MCTV, sent the Village an annual franchise gift of $2500.00.
ADMINISTRATOR
Village Administrator Zachary Wisselgren reported that swings for Underwood Park will be ordered from Gametime. He is looking at purchasing LED stars for Christmas decorations. He reported several trees were removed in the Village due to prior complaints. He said there is a meeting on Thursday with a third prospective tenant for Prospect Park.


MISCELLANEOUS
Ms. Winkhart motioned, Mr. Netzly seconded the request to have Mayor Benson send a letter of support for the Route 30 extension. Winkhart yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Five yes votes. Motion carried.

Mr. Netzly mentioned that Town Hall Meetings need to be planned for some time in April, prior to the May election to discuss the income tax increase. A letter should be drafted to be sent out with April water bills.


BILLS AND CLAIMS
Mr. Netzly moved to approve bills and claims in the amount of $93,750.74. Mr. Rouse seconded. Winkhart yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Five yes votes. Bills and claims approved.
