Session 1, January 4, 2021
Mayor Robert Benson called the 1st Regular Session of Council to order on Monday, January 4, 2021. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. This public meeting is being recorded. Members answering roll call were Pat Winkhart, Liz Urbach, Justin Cline, Daniel Rouse, Joshua Smith and Derek Netzly. Also attending the meeting were Clerk-Treasurer Anne Johnson, Village Administrator Zachary Wisselgren, Village Solicitor Attorney Terry Seeberger, Gabby and Matt Crum. No one was in attendance via Zoom.

On the first order of business, Ms. Winkhart motioned to open nominations for President Pro Temp for 2021. Mr. Netzly seconded. Winkhart yes, Urbach yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Nominations opened. Ms. Winkhart nominated Derek Netzly for President Pro Temp for 2021, Ms. Urbach seconded. Ms. Winkhart moved to close the nominations. Ms. Urbach seconded. Nominations closed. Winkhart yes, Urbach yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Nominations closed.

Ms. Urbach moved to elect Derek Netzly as President Pro Temp for 2021. Mr. Smith seconded. Winkhart yes, Urbach yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Derek Netzly voted President Pro Temp for 2021.

Mr. Netzly moved to approve Council Rules for 2021. Mr. Smith seconded to approve Council Rules for 2021. Winkhart yes, Urbach yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Motion carried. Council Rules for 2021 approved.

Ms. Winkhart moved to approve the minutes of the 22nd Regular Session of Council held on December 21, 2020. Ms. Urbach seconded. Winkhart yes, Urbach yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Minutes approved.

FINANCE
Clerk-Treasurer Anne Johnson gave council a copy of today’s check register, the December financial statements and the bills and claims. Anne Johnson reminded the elected officials that state law requires Sunshine Laws training during their term. This training is available online.


SOLICITOR
Village Solicitor Attorney Terry Seeberger said that Jim Neely is a very good and conscientious Zoning Inspector. Ms. Winkhart motioned to appoint Jim Neely as Navarre’s Zoning Inspector for 2021. Mr. Netzly seconded. Winkhart yes, Urbach yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Appointment carried.


MAYOR
Mayor Robert Benson made the following appointments for 2021 and requested council’s consent:

Chris Pittman, Cemetery Sexton. Winkhart yes, Urbach yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Consent given.

Gabby Crum, Navarre Planning Commission. Mayor Benson requested Council’s consent. Winkhart yes, Urbach yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Consent given. Gabby Crum is replacing Chris Roberts.
Police Chief Dennis Albaugh requested the appointment of the following Officers to the 2021 Navarre Police Department Auxiliary Unit: Alison Rosenberg, Bryce Mohn, Alec Hall and Jordan Starcher. Mayor Robert Benson made the requested appointments for 2021 Auxiliary Police and requested council’s consent. Winkhart yes, Urbach yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Consent given.


ORDINANCE AND RESOLUTIONS
Ordinance 32-2020, an ordinance submission to electors to increase income tax to 2%,
was given a second reading by title only.

Ordinance 1-2021, an ordinance authorizing Clerk-Treasurer’s transfer of funds within various categories, to be passes as an emergency. Mr. Netzly offered and moved to accept Ordinance 1-2021 and declared same to be an emergency. Ms. Winkhart seconded. Winkhart yes, Urbach yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Motion carried. Ordinance accepted.

Ordinance 1-2021, Ms. Winkhart moved, Mr. Netzly seconded rules requiring three separate readings of Ordinance 1-2021 be suspended. Winkhart yes, Urbach yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Rules requiring three separate readings suspended.

Ordinance 2-2021, will be presented February 1, 2021.

MISCELLANEOUS
Ms. Winkhart reported the Street Committee met prior to the Council Meeting to discuss what roads will be paved this year.

Ms. Urbach mentioned the road in Navarre-Bethlehem Park needs work.

BILLS AND CLAIMS
Mr. Netzly moved to approve bills and claims in the amount of $82,595.83. Ms. Urbach seconded. Winkhart yes, Urbach yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Bills and claims approved.
