Special Council Meeting March 29, 2021
Mayor Robert Benson called the Special Council Meeting to order on Monday, March 29, 2021. Members answering roll call were Pat Winkhart, Justin Cline, Daniel Rouse, Josh Smith, and Derek Netzly. Liz Urbach was not in attendance. Also present at the meeting were Clerk-Treasurer Anne Johnson, Village Administrator Zachary Wisselgren, Village Solicitor Attorney Terrence Seeberger and Bob DeHoff from Stark Board of Trade. No one attended via Zoom.
ORDINANCE AND RESOLUTIONS Ordinance 6-2021, an ordinance awarding contract on Sterilite Street Extension No. 3 Project to United Earthworks, to be passed as an emergency. Mr. Netzly offered and moved to accept Ordinance 6-2021 and declared same to be an emergency. Mr. Smith seconded. Winkhart yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Five yes votes. Motion carried. Ordinance accepted. Ordinance 6-2021, Ms. Winkhart moved, Mr. Smith seconded rules requiring three separate readings of Ordinance 6-2021 be suspended. Winkhart yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Five yes votes. Rules requiring three separate readings suspended. Ordinance 7-2021, an ordinance re-designating Stark Board of Trade an Instrumentality of the Village, and authoring entering into contracts between the Village and Stark Board of Trade for further infrastructure improvements within Prospect Park Industrial Park, to be passed as an emergency. Ms. Winkhart offered and moved to accept Ordinance 7-2021 and declared same to be an emergency. Mr. Cline seconded. Winkhart yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Five yes votes. MISCELLANEOUS Village Administrator Zachary Wisselgren reported that Bethlehem Township has two park attendants, but was informed the attendants will not clean the restrooms at the park. Ms. Winkhart motioned to have the Navarre-Bethlehem Park Board address this issue, Mr. Smith seconded. Winkhart yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Five yes votes. Motion carried. The Finance Committee met prior to the Special Council Meeting. They would like to readdress the stipends. They would like to compare the salaries of employees.
