Session 9, May 3, 2021
Mayor Robert Benson called the 9th Regular Session of Council to order on Monday, May 3, 2021. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. This public meeting is being recorded. Members answering roll call were Pat Winkhart, Liz Urbach, Justin Cline, Daniel Rouse and Joshua Smith. Derek Netzly was excused from the meeting. Also attending the meeting were Clerk-Treasurer Anne Johnson, Village Solicitor Attorney Terry Seeberger, Village Administrator Zachary Wisselgren, Erie Valley Fire and Rescue Chief Rick Annen, Gabby Crum and Matt Crum.

Ms. Winkhart moved to approve the minutes of the 7th Session of Council held on April 19, 2021. Mr. Smith seconded. Winkhart yes, Urbach yes, Rouse yes, Smith yes. Cline abstained. Four yes votes. Minutes approved.

SAFETY FIRE
Erie Valley Fire and Rescue Chief Rick Annen reported COVID cases are dropping. He stated two of his students graduated from fire school and that residents are happy about the new fire insurance rating for the area.

FINANCE
Clerk-Treasurer Anne Johnson gave council a copy of today’s check register, the April financial statements and the bills and claims.

ORDINANCE AND RESOLUTIONS
Ordinance 8-2021, an ordinance enacting a tax compensation formula for the Village of Navarre and Fairless School District with respect to the Tractor Supply Facility in Prospect Park, was given a second reading by title only.

Ordinance 9-2021, an ordinance enacting a tax compensation formula for the Village of Navarre and the Perry Local School District with respect to the Tractor Supply Facility in Prospect Park, was given a second reading by title only.

Resolution 2021-4, a resolution authorizing pay application #1 of United Earthworks Sterilite Street Extension No. 3. Ms. Winkhart offered and moved to accept Resolution 2021-4. Mr. Smith seconded. Winkhart yes, Urbach yes, Cline yes, Rouse yes, Smith yes. Five yes votes. Resolution 2021-4 accepted.

SOLICITOR
Village Solicitor Attorney Terry Seeberger explained the tax compensation formula for Ordinance 8-2021 and 9-2021. Mr. Smith questioned some of the charges on the pay application for United Earthworks. Attorney Terry Seeberger stated the engineer has certified it for payment. Mr. Smith stated that Rock Construction should have started on the project. Terry Seeberger advised he will speak to the engineer tomorrow.

MAYOR
Mayor Benson reported that May is Motorcycle Awareness Month in the State of Ohio and read from the Proclamation of same. Mayor Benson appointed Bill Miknis Jr. to the Navarre Zoning Board of Appeals, replacing Jerrie Define and asked for Councils’ consent. Ms. Winkhart motioned to approve said appointment and Ms. Urbach seconded. Winkhart yes, Urbach yes, Cline yes, Rouse yes, Smith yes. Five yes votes. Motion carried.
ADMINISTRATOR
Village Administrator Zachary Wisselgren reported that paving bids will be opened next week. He reported that work continues on the Nature Works Grant for a walking track at the Market Street Park. He also advised the Stark County Commissioners would like to get the updates started at the Waste Water Treatment Plant. He said the pavilion at the YMCA is almost complete and that the playground equipment is set to arrive on Wednesday.

MISCELLANEOUS
Ms. Winkhart made mention that the Memorial Day Parade is at 1:00 pm and that something needs to be done with the walking bridge in the Gully Park. She also reminded everyone to please vote tomorrow.

Administrator Zachary Wisselgren reported someone vandalized the Men’s restroom door at the Navarre-Bethlehem Park and no one made him aware of it.

Mr. Smith stated he attended the transportation meeting and he is looking at future traffic plans for Navarre Road and Fohl Road.


BILLS AND CLAIMS
Ms. Winkhart moved to approve bills and claims in the amount of $39,955.08. Ms. Urbach seconded. Winkhart yes, Urbach yes, Cline yes, Rouse yes, Smith yes. Five yes votes. Bills and claims approved.
