Session 11, July 3, 2017

Mayor Robert Benson called the 11th Regular Session of Council to order on Monday, July 3, 2017. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Derek Netzly, Daniel Rouse, Robin Keith, Gary Wilson, Ray Gallaher and Pat Winkhart. Also attending the meeting were Clerk-Treasurer Anne Johnson, Randy Hattery and Sabrina Hattery. 

Mr. Netzly moved to approve the minutes of the 10th Regular Session of Council held on June 19, 2017. Ms. Keith seconded. Netzly yes, Keith yes, Wilson yes, Gallaher yes, Winkhart yes. Rouse abstained. Five yes votes. Minutes approved. 

FINANCE

Clerk-Treasurer Anne Johnson gave council her June financial statements and a copy of today’s check register. 

ORDINANCES AND RESOLUTIONS

Ordinance 12-2017, Codifying Village of Navarre Citizens Initiative Issue #12 and amending municipal regulation 31.50, was given a second reading by title only. 

MAYOR

Mayor Benson said he received a very nice letter from Linda Cottrell stating appreciation about the Navarre Cemeteries and the people responsible. 

STREETS AND ALLEYS

The yard waste pit at the Waste Water Treatment Plant is open Monday through Friday from 7:00 am to 3:00 pm and on the weekends and holidays from 8:30 am to 11:00 am. 

Brush pick-up will continue through September on the first and third Monday of each month. Yard waste and bushes should be taken to the dumpster at the Waste Water Treatment Plant. 

Maintenance was done to various cruisers. Several catch basins were repaired. 

The next street sweep of the year will be next Wednesday, July 26th in the early morning hours. Residents are asked to park off the street the night before. 

UTILITIES

Parts for the north oxidation ditch repair were ordered. In addition, the replacement of the roofs of the office building and the maintenance building at the Waste Water Treatment Plant will be scheduled after the County responds to the Waste Water Treatment Plant superintendent. 

The office at the Water Treatment Plant was cleared out and moved to a new location in preparation for construction inside the building to begin. 

The monthly pay meeting for the Water Treatment Plant and water projects is Thursday, July 6, 2017 at 10 am at Village Hall. Questions concerning the time and materials contract for installing the 8” waterline in front of the Water Treatment Plant will be brought up at this time.

Water Plant Expansion Project: The walls of the clear well were poured today at the Water Treatment Plant site. The fabrication of the new water tower is coming along. Several big pieces have been put together on the ground and will be set by a large crane that will be brought in by the contractor. 

MISCELLANEOUS

Bids for the North Market Street paving project were opened on June 21st at Village Hall. Northstar was the low bidder at $348,970 followed by Gorcon Construction at $349,919. Northstar also proposes to complete the project in 60 days as opposed to 140 days by Gorcon. Please see email concerning the recommendation of the Village Engineer, Solicitor and Administrator.

The next monthly department head meeting with the mayor will be Wednesday, July 5, 2017 at 9:30 am.

Mr. Netzly requested a Finance Committee Meeting at 6:30 pm on July 17, 2017 to review the audit report.

Ms. Keith questioned what will happen to the old water tower. Mayor Benson reported that it will be taken down.

Solicitor is working on legal action regarding complaints about the barn.

Mr. Wilson advised that he was shocked at the condition of the park and reported that weeds are five to six feet tall. Mayor Benson stated he would speak to the Administrator.

BILLS AND CLAIMS

Mr. Netzly moved to approve bills and claims in the amount of $303,510.75. Ms. Keith seconded. Netzly yes, Rouse yes, Keith yes, Wilson yes, Gallaher yes, Winkhart yes. Six yes votes. Motion carried. Bills and claims approved.
