Mayor Robert Benson called the 13th Regular Session of Council to order on Monday, August 7, 2017. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Derek Netzly, Daniel Rouse, Robin Keith, Gary Wilson and Ray Gallaher. Pat Winkhart was excused from the meeting. Also attending the meeting were Clerk-Treasurer Anne Johnson, Village Administrator Jeff Seward, Village Solicitor Attorney Terry Seeberger, Independent reporter Mindy Lenigan, Sabrina Hattery and Randy Hattery. Mr. Netzly moved to approve the minutes of the 12th Regular Session of Council held on July 17, 2017. Ms. Keith seconded. Netzly yes, Rouse yes, Keith yes, Wilson yes, Gallaher yes. Five yes votes. SAFTEY POLICE
The monthly police report was distributed to council.
FINANCE
Clerk-Treasurer Anne Johnson gave council her July financial statements and a copy of today’s check register.
ORDINANCES AND RESOLUTIONS
Resolution 2017-13, a resolution authorizing Village Administrator to disburse payment to Stark Board of Trade. Mr. Netzly moved, Mr. Wilson seconded to accept Resolution 2017-13. Netzly yes, Rouse yes, Keith yes, Wilson yes, Gallaher yes. Five yes votes. Resolution 2017-13 accepted.
Resolution 2017-14, a resolution consenting to micro surfacing of SR 21 from the south corporation limit to US 62. Mr. Netzly moved to accept Resolution 2017-14. Mr. Wilson seconded. Netzly yes, Rouse yes, Keith yes, Wilson yes, Gallaher yes. Five yes votes. Resolution 2017-14 accepted.
Ordinance 15-2017, an ordinance amending Navarre tax regulations and enacting Regulation 97.40. Mr. Netzly offered, Ms. Keith seconded. Netzly yes, Rouse yes, Keith yes, Wilson yes, Gallaher yes. Five yes votes. Motion carried. The first reading was given.
SOLICITOR
Village Solicitor Attorney Terry Seeberger explained the need for Ordinance 15-2017. The State of Ohio wants to centralize income tax collection.
MAYOR
Mayor Benson advised that a date and time needs to be set for him and Mr. Netzly, Ms. Winkhart, and Attorney Terry Seeberger to meet with the Historical Society after September 4th, preferably in the evening.
Mayor Benson reported that mosquito spraying will be done in the Village on Tuesday, August 8th after 8:00 pm, weather permitting. Also, the Stark County Health Department will be larviciding catch basins.
STREETS AND ALLEYS
The yard waste pit at the Waste Water Treatment Plant is open Monday – Friday from 7 am to 3pm and weekends and holidays from 8:30 am to 11am.
Brush pick-up will continue through September on the 1st and 3rd Mondays of each month. Yard waste and bushes should be taken to the dumpster at the Waste Water Treatment Plant.
Thanks to the Street Department for helping with the park mowing while the sewer employees are working on the north oxidation ditch.
The last street sweep of the year will be Wednesday, August 30th in the early morning hours. Residents are asked to park off the street the night before.
UTILITIES
The north oxidation ditch at the Waste Water Treatment Plant has been drained and is almost cleaned. Repair work will then commence.
The Water Department replaced a valve on the end of Hawthorne Street.
The monthly pay meeting for the Water Treatment Plant and water projects was last Thursday, August 3, 2017 at 10 am at Village Hall.
Water Plant Expansion Project: The walls of the clear well are progressing and work inside the building is coming along also at the Water Treatment Plant site. The welding of the water tower will be complete this week. Electrical work is next and painting should commence by the middle of the month.
MISCELLANEOUS
The paving project on Market Street is more than likely going to begin the first week in September, after the holiday. Efforts have been made to lessen any inconvenience on the YMCA and Agnes Meats. Once a schedule is known, a letter will be prepared for affected residents and it will be put on the Police Facebook page also.
The next monthly department head meeting with the mayor will be Wednesday, September 6, 2017 at 9:30 am.
ODOT Consent Legislation for fiscal year 2019 paving of parts of parts of Route 21 and US 62 in Navarre, Resolution 2017-4.

Mr. Netzly requested the Zoning Inspector send a letter to the owner of 239 Park Street regarding the Property Maintenance Code.
Long-time Navarre resident Dave Amstutz passed away.
Ms. Keith advised that residents are complaining about the mowing at Union Lawn Cemetery and she also suggested having Memorial Day at East Union Lawn Cemetery.

Mr. Wilson moved to approve bills and claims in the amount of $314,324.74. Mr. Rouse seconded. Netzly yes, Rouse yes, Keith yes, Wilson yes, Gallaher yes. Five yes votes. Motion carried. Bills and claims approved.
