Mayor Robert Benson called the 17th Regular Session of Council to order on Monday, October 16, 2017. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Derek Netzly, Daniel Rouse, Robin Keith, Gary Wilson, Ray Gallaher and Pat Winkhart. Also attending the meeting were Clerk-Treasurer Anne Johnson, Village Solicitor Attorney Terry Seeberger, Randy and Sabrina Hattery, Kenny Hostetler, John Wallar, Lori Graening and Independent Reporter Mindy Lenigan.
Mr. Netzly moved to approve the minutes of the 16th Regular Session of Council held on October 2, 2017. Mr. Rouse seconded. Netzly yes, Rouse yes, Keith yes, Wilson yes, Gallaher yes, Winkhart yes. Six yes votes. Minutes approved.
PUBLIC PARTICIPATION
John Wallar and Lori Graening expressed concern about the location of the new curbs at the end of Hawthorne and Cliffwood. The Street Committee will meet with the engineer.
FINANCE
Clerk-Treasurer Anne Johnson distributed a copy of today’s check register.
Heather Maloon completed certified records training on behalf of the elected officials for this term.
ORDINANCES AND RESOLUTIONS
Resolution 2017-18, a resolution accepting the amounts and rates as determined by the Budget Commission. Mr. Netzly moved to accept Resolution 2017-18. Mr. Gallaher seconded. Netzly yes, Rouse yes, Keith yes, Wilson yes, Gallaher yes, Winkhart yes. Six yes votes. Resolution 2017-18 accepted.
Ordinance 16-2017, an ordinance amending Navarre Pay Ordinance, was given a third and final reading. Mr. Netzly offered, Ms. Winkhart seconded Ordinance 16-2017 be placed in final passage. Netzly yes, Rouse yes, Keith yes, Wilson yes, Gallaher yes, Winkhart yes. Six yes votes. Motion carried. Ordinance 16-2017 duly adopted.
SOLICITOR
Village Solicitor Attorney Terry Seeberger reported that the property maintenance issues are much improved on the Park Street properties. Attorney Terry Seeberger received a response letter from the owner of 47 Canal Street. A clean-up crew has been working on the property. We can check for more progress. Poth Barn is advertising for Christmas in the Village. Attorney Terry Seeberger will send a letter advising that is not a commercial property.
MAYOR
Mayor Benson reported he received a Thank You note from Brandon Simmons regarding the first annual “Big Neue Memorial Basketball Tournament”.
Mayor Benson advised that information can be found on the Navarre Website relating to statewide issues that will be on the November 7th ballot.
Mayor Benson stated that Village Administrator Jeff Seward will be at the next council meeting.
MISCELLANEOUS
Mr. Netzly would like to restrict the weight of trucks traveling on Market Street.
Mr. Netzly is looking for people interested in being part of a planning committee for Veteran’s Memorial Park.
Mr. Rouse has a neighbor with a camper in the back yard and brush piling up behind the garage. Attorney Terry Seeberger advised him to get pictures and he will send a letter.
Ms. Keith reported that the Poth Barn is charging $3500 for events.
Mr. Gallaher is receiving complaints about Market Street. There is only one more week for the project.
Ms. Winkhart advised that November 4, 2017 is the Night of Hope at St. Clements.
