Mayor Robert Benson called the 4th Regular Session of Council to order on March 20, 2017. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Derek Netzly, Daniel Rouse, Robin Keith, Gary Wilson, Ray Gallaher and Pat Winkhart. Also attending the meeting were Clerk-Treasurer Anne Johnson, Village Administrator Jeff Seward, Village Solicitor Attorney Terry Seeberger, Erie Valley and Rescue Fire Chief Rick Annen.

SAFETY FIRE
Erie Valley Fire and Rescue Fire Chief Rick Annen distributed and reviewed the monthly fire and rescue report to council.
FINANCE
Clerk-Treasurer Anne Johnson gave council a copy of today’s check register.
ORDINANCE AND RESOLUTIONS
Ordinance 3-2017, Permanent appropriations for 2017, was given a third and final reading. Mr. Netzly offered and moved to accept Ordinance 3-2017. Ms. Winkhart seconded. Netzly yes, Rouse yes, Keith Yes, Wilson yes. Six yes votes. Ordinance 3-2017 duly adopted.
Mayor Benson presented Ordinance 9-2017 to Council. This ordinance was discussed at the Finance Committee Meeting which took place prior to the Council Meeting. Mr. Netzly reported that the Finance Committee endorses Ordinance 3-2017. Mayor Benson requested that Ordinance 9-2017 be passed as an emergency.
Ordinance 9-2017, an ordinance amending Ordinance 10-2014, deleting Firefighter language and enacting a position of Deputy Village Administrator, to be passed as an emergency. MAYOR
Mayor Benson told Council that Bob Gessner, President of MCTV franchise, gifted $2500 to the Village of Navarre.
SOLICITOR
Attorney Terry Seeberger informed Council that there was a Zoning Board of Appeals Meeting last week.
STREETS AND ALLEYS
The yard waste pit at the Waste Water Treatment Plant is open Monday through Friday from 7:00 am until 3:00 pm and weekends and holidays from 8:30 am to 11 am.
A new net was received for the tennis courts and will be installed when the weather breaks for good.
Maintenance and repairs were done to several cruisers. The Administrator contacted Bolivar concerning their Ordinance regarding garbage trucks and alleys but have not received a response to date. Attorney Terry Seeberger will check some other towns.
The street sweeping schedule for 2017 is as follows: 4/19 whole town, 5/24 downtown only, 6/28 whole town, 7/26 downtown only and 8/30 downtown only.
UTILITIES
The spring letter informing residents of various dates and Village policies will be advertised in the media and put on the village website. The Spring clean-up day is
April 22nd.
Software support for the water meter reading software was renewed at a cost of $2500. This includes all software updates.
The Storm Water Management Plan rewrite is still not complete.
Water Plant Expansion Project: Work on the backwash tank along the Water Treatment Plant driveway has started. Work on the access road to the new tower site started up again.
MISCELLANEOUS
Upcoming reports and submittals include: SWMP annual report, SWMP rewrite.
Village Council needs to approve the second reimbursement to the Stark Board of Trade, LLC (SBOT) for development work done to Prospect Industrial Park in the amount of $96,727.50. A total of $276,314.32 has been reimbursed leaving the Village a remaining obligation of $823,685.68 to be reimbursed to the SBOT under the terms of the Developer’s Agreement.
The monthly department head meetings with the Mayor will tentatively be scheduled the first and third Thursday of each month at 10 am for the foreseeable future.
Recommendations from this evenings finance committee: Goal is to spread responsibility, be more proactive and plan oriented. We need to watch expenditures.
Mayor Benson received a text from a citizen praising Officer Matt Amendola. Officer Matt Amendola also came to the aid of Pat Winkhart who had a suspicious car in front of her home.
Mr. Netzly advised that we need to start planning for the Memorial Day Parade.
Ms. Winkhart reported that she has received complaints regarding Maple Street.
Attorney Seeberger warned Council that emails are public records. Use it for notifications.
Mayor Benson reminded Committees to keep Minutes of their meetings.
