Mayor Robert Benson called the 19th Regular Session of Council to order on Monday, November 20, 2017.  Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance.  Members answering roll call were Derek Netzly, Daniel Rouse, Gary Wilson, Ray Gallaher and Pat Winkhart.  Robin Keith was excused from the meeting.  Also attending the meeting were Village Administrator Jeff Seward, Village Solicitor Attorney Terry Seeberger, Randy Hattery and Sabrina Hattery, Bethlehem Township Trustee Jim Urbach, Officer Matt Amendola and Georgio’s owner Loran Soliman.  Mr. Wilson moved to approve the minutes of the 18th Regular Session of Council held on November 6, 2017.  Ms. Winkhart seconded.  Rouse yes, Wilson yes, Gallaher yes, Winkhart yes.  Netzly abstained.  Four yes votes.  Minutes approved.

PUBLIC PARTICIPATION

Georgio’s owner Loran Soliman is seeking a liquor license for selling beer only at the pizza shop.  He needs council’s approval.  Mr. Netzly motioned to authorize the Mayor to sign the Trex Application for the state.  Mr. Gallaher seconded.  Netzly yes, Rouse yes, Wilson yes, Gallaher yes, Winkhart yes.  Five yes votes.  Motion approved.

Council received a copy of today’s check register.

SOLICITOR

Village Solicitor Attorney Terry Seeberger suggests passing Ordinance 15-2017 as we can repeal the ordinance in the future if a lawsuit makes it beneficial.

ORDINACES AND RESOLUTIONS

Ordinance 15-2017, an ordinance amending Navarre Tax Regulations and enacting Reg. 97.40; this was tabled at the council meeting held September 18, 2017 prior to the third reading and final passage.  Mr. Netzly moved.  Ms. Winkhart seconded final passage of Ordinance 15-2017.  Netzly yes, Rouse yes, Wilson yes, Gallaher yes, Winkhart yes.  Five yes votes.  Ordinance accepted.

MAYOR

Mayor Benson advised that Coffee with a Cop will be held December 12, 2017 at 6:00 pm at Andersons and Breakfast with Santa will be December 9, 2047 from 8-11 am at the Erie Valley Fire Department.

Mayor Benson stated he received a thank you note from Jim Sanford of the Towpath YMCA.

Mayor Benson announced the reestablishment of the Navarre Bethlehem Township Community Park Board to make decision on park operations.  Mayor Benson advised the Park Board is a good way to address park issues.  Mayor Benson also stated that is it better to have more people involved.  Mr. Rouse motioned and Mr. Wilson seconded to have Village Solicitor Attorney Terry Seeberger prepare an ordinance for the Village and a resolution for the Township on how to constitute the Park Board.  Netzly yes, Rouse yes, Wilson yes, Gallaher yes, Winkhart yes.  Five yes votes.  Motion carried.

Mayor Benson requests council to ask for Executive Session with Solicitor, per RC 731.46 and RC 121.22 (G) (3).  Mr. Netzly motioned, Mr. Gallaher seconded to go into Executive Session at 7:35 pm and conference with the attorney for the public body concerning disputes involving the public body that are the subject of pending or imminent court action.  Netzly yes, Rouse yes, Wilson yes, Gallaher yes, Winkhart yes.  Five yes votes.  Motion carried.

At 8:00 pm Ms. Winkhart motioned and Mr. Rouse seconded to come out of Executive Session.  Netzly yes, Rouse yes, Wilson yes, Gallaher yes, Winkhart yes.  Five yes votes.  Motion carried.  No action was taken.

STREETS AND ALLEYS

The yard waste pit at the Waste Water Treatment Plant is open Monday – Friday from 7:30am to 3pm and weekends and holidays from 8:30 am to 11am.

Leaf pick-up will continue through 11/22/17.  After this date, only bagged leaves will be picked up and residents will have to call Village Hall to get on the list.  Brush pick-up has concluded for the year.  Yard waste, limbs and bushes should be taken to the dumpster at the Waste Water Treatment Plant until pick-up resumes in April 2018.

The centerlines on Wooster Street and Market Street were painted since last meeting.

Several employees helped repair a crushed storm line in conjunction with the railroad’s work on the Main Street crossing last week.

Change orders and the final bill for the Market Street project were delivered last week.  The engineer is reviewing these and a few issues will have to be resolved.  Additionally, the low spot at Hawthorne and Market still has to be fixed by the contractor.

Work on the roof of the Office Building and Maintenance Building at the Waste Water Treatment Plant has commenced.

The grinder at the Waste Water Treatment Plants was rebuilt again and a new piece of equipment will be ordered soon to replace it.

Water Plant Expansion Project:  The water tower and feeder line, part of the project is almost complete except for overflow work and asphalt.  The block work on the new addition for the lab and restroom at the Water Treatment Plant is complete.  The block work for the generator building is done and the framing for the roof deck is complete.  The steel framing for the new pump house is up.

Village Administrator Jeff Seward would like to hold a Utilities Committee Meeting after committee assignments are made the first of the year to start discussing rate increases.

MISCELLANEOUS

The next monthly department head meeting with the mayor will be Wednesday, December 6th at 9:30 am.

Work on the final reimbursement for the Job Ready Site grant involving Prospect Park is ready to send in.

The Tree City application is due December 1, 2017.

Thank you notes were received from VONBA and the Historical Society for our employees work in getting ready for Christmas in the Village.  Good job to everyone!!

An information gathering meeting was held at the E-Tank conference room on Millennium Blvd this morning with representatives from all major local utility companies, the developers who purchased Prospect Park, Stark Development Board and representatives from Jobs Ohio and Team NEO.  Funding of an access road extension into the site and utility capacities and infrastructure currently available in the vicinity of the industrial park were discussed.  Marketing efforts will be coordinated based off of this and future meetings.

Council discussed leaf pick-up and agreed to extend leaf pick-up through November 30, 2017 weather permitting.

Mayor Benson explained proposed Regional Transportation Improvement Project Board in an effort to have Route 30 extended.

Mr. Wilson brought pictures of the 260 Jacob Street property maintenance issues.  

Mr. Gallaher will work with Attorney Terry Seeberger on the 260 Jacob Street issue.

Mr. Wilson gave congratulations to the newly elected council members and incumbents.

Residents were upset when the road was closed for the railroad repairs and several sidewalks were damaged.

Holiday Dinner will be held December 15, 2017.
