Mayor Robert Benson called the 5th Regular Session of Council to order on April 3, 2017.  Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance.  Members answering roll call were Derek Netzly, Daniel Rouse, Robin Keith, Gary Wilson, Ray Gallaher and Pat Winkhart.  Also attending the meeting were Clerk-Treasurer Anne Johnson, Village Solicitor Attorney Terry Seeberger, Police Chief Dennis Albaugh, Independent Reporter Mindy Lenigan and Ken Youngman.

Mr. Netzly moved to approve the minutes of the 4th Regular Session of Council held on March 20, 2017.  Mr. Gallaher seconded.  Netzly yes, Rouse yes, Keith yes, Wilson yes, Gallaher yes, Winkhart yes.  Six yes votes.  Minutes approved.

PUBLIC PARTICIPATION

Ken Youngman, who resides at 307 Main St, advised that on St. Patrick’s Day he had to call 911 after his wife fell.  Everyone who responded was very professional and stayed with her at the hospital while he filled out paperwork.  They did a great job.  He presented the Mayor with a donation to the fire district.  

SAFETY POLICE

Police Chief Dennis Albaugh distributed and reviewed the monthly police report.  The speed sign is working great.  Police Officers are working on their daily training bulletins.  Navarre Police has a Facebook page.  The next crime watch meeting is scheduled for May 9, 2017 at 7:00 pm at the Civic Center.

FINANCE

Clerk-Treasurer Anne Johnson gave council her March financial statements and a copy of today’s check register.

ORDINANCE AND RESOLUTIONS

Ordinance 10-2017, an Ordinance amending Village of Navarre Ordinance 3-2017, providing for 2017 permanent appropriations, to be passed as an emergency.  Mr.  Netzly offered and moved to accept Ordinance 10-2017 and declared same to be an emergency.  Ms. Winkhart seconded.  Netzly yes, Rouse yes, Keith yes, Wilson yes, Gallaher yes, Winkhart yes.  Six yes votes.  Motion carried, Ordinance accepted.

Ordinance 10-2017, Mr. Gallaher moved, Mr. Wilson seconded rules requiring three separate readings of Ordinance 10-2017 be suspended.  Netzly yes, Rouse yes, Keith yes, Wilson yes, Gallaher yes, Winkhart yes.  Six yes votes.  Rules requiring three separate readings suspended.

MAYOR

Mayor Benson appointed Terry Seibert to the Planning Commission to replace Claudia Anderson and asked for Council’s consent.  Netzly yes, Rouse yes, Keith yes, Wilson yes, Gallaher yes, Winkhart yes.  Six yes votes. 

STREETS AND ALLEYS

The yard waste pit at the Waste Water Treatment Plant is open Monday through Friday from 7:00 am until 3:00 pm and weekends and holidays from 8:30 am to 11:00 am.

The Village Spring Clean-up Day is Saturday, April 22nd, from 9 am to 12pm.  Residents who wish to clean and beautify their neighborhoods can pick up trash bags at Village Hall.  Village employees will pick up any filled bags left curbside, starting around 10am.  Volunteers who wish to beautify the Navarre/Bethlehem Park can meet at the closed pavilion at 9am.  Coffee, juice and donuts will be available.

Alleys were graveled, more asphalt was put down and the new net at the tennis court was installed.

The first street sweep of the year will be Wednesday, April 19th in the early morning hours.  Residents are asked to park off the street the night before.

UTILITIES

A new utilities trailer was purchased for hauling excavating equipment around.  The old trailer had become unsafe and will be sold “as is” at the next Village auction.

A hydrant and waterline will be extended in the Neomodal property off of the new 12” water main.  Village employees will start this project the last week of April tentatively.  This was a condition of getting the waterline easement from Stark Development Board.

The SWMP rewrite is still not complete.

Water Plant Expansion Project:  The floor of the backwash tank along the WTP driveway was poured and the first section of the walls started being poured today.  Work on the access road to the new tower site and landscaping the areas where pipe was installed continues.

MISCELLANEOUS

Upcoming reports and submittals include:  SWMP annual report, SWMP rewrite.

The Deputy Administrator is working on updating the employee handbook and the Administrator is working on two new policies brought up during the most recent department head meeting with the Mayor.

The monthly department head meetings with the Mayor have been changed to the 1st and 3rd Wednesdays of the month at 9:30 am.

Mr. Netzly advised the need to plan for the Memorial Day Parade and advertising.   Anyone interested in participating should contact Mr. Netzly or Ms. Winkhart.  A speaker is also needed.  

Mayor was advised by Francis Bailey if we ask Kimble they will send a smaller truck for trash pickup in the alleys.

Mr. Gallaher advised the need to be watchful of pipe trucks going through town.  The pipe trucks are longer than regular trucks.

Ms. Winkhart requested a complete copy of the minutes.  She asked if anything has been heard about Market St. paving and if the Street Report has been created?


BILLS AND CLAIMS

Mr. Keith moved to approve bills and claims in the amount of $219,819.67.  Mr. Rouse  seconded.  Netzly yes, Rouse yes, Keith yes, Gallaher yes, Winkhart yes.  Six yes votes.  Bills and claims approved.
