Session 20, December 4, 2017

Mayor Robert Benson called the 20th Regular Session of Council to order on Monday, December 4, 2017. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Derek Netzly, Daniel Rouse, Robin Keith, Gary Wilson, Ray Gallaher and Pat Winkhart. Also attending the meeting were Clerk-Treasurer Anne Johnson, Village Administrator Jeff Seward, Village Solicitor Attorney Terry Seeberger, Randy Hattery, Sabrina Hattery, and Don Berkey. Mr. Netzly moved to approve the minutes of the 19th Regular Session of Council held on November 20, 2017. Mr. Gallaher seconded. Netzly yes, Rouse yes, Wilson yes, Gallaher yes, Winkhart yes. Keith abstained. Five yes votes. Minutes approved. 

SAFETY POLICE

The Navarre Police Departments monthly report was distributed to council.

 FINANCE

Clerk-Treasurer Anne Johnson distributed a copy of November financial statements and a copy of today’s check register.

 ORDINANCES AND RESOLUTIONS

Ordinance 18-2017, an ordinance formalizing the Navarre-Bethlehem Community Park Board and Navarre Park Board, was offered and given a first reading. Mr. Wilson offered and moved to accept Ordinance 18-2017. Ms. Winkhart seconded. Netzly yes, Rouse yes, Keith yes, Wilson yes, Gallaher yes, Winkhart yes. Six yes votes. Motion carried. The first reading was given.

 SOLICITOR

Village Solicitor Attorney Terry Seeberger reported the YMCA loan was completed and the documents were recorded.

MAYOR

Mayor Benson stated the first meeting in January is scheduled for the first. Mayor Benson questioned what the schedule for meetings in January 2018. Council discussed when the January 2018 meetings will be held. Mr. Netzly motioned. Ms. Keith seconded the council meetings in January 2018 to be held on January 8th and January 22nd. Netzly yes, Rouse yes, Keith yes, Wilson yes, Gallaher yes, Winkhart yes. Six yes votes. Motion carried. Dates accepted. 

STREETS AND ALLEYS

The yard waste pit at the Waste Water Treatment Plant is open Monday – Friday from 7:30am to 3pm and weekends and holidays from 8:30 am to 11am.

Leaf pick-up has concluded with the leaf vacuum for this season. Only bagged leaves will be picked up and residents will have to call Village Hall to get on the list. Brush pick-up has concluded for the year so yard waste, limbs and bushes should be taken to the dumpster at the Waste Water Treatment Plant until pick-up resumes in April 2018.

Storm water training with regards to good municipal housekeeping will be held for employees on 12/12/17 at 10 am. The Stark County Soil & Water Conversation District will do the training.

A list of items was corrected for safety and risk purposes at 99 Canal St after a walk-through inspection was conducted by Selective Insurance.

The paving contractor did work on the low spot at the end of Hawthorne Street. The engineer’s recommendations on the change orders for the Market Street project still have not been received.

UTILITIES

The roof work on the Office Building and Maintenance Building at the Waste Water Treatment Plant is complete.

Water Plant Expansion Project: The driveway around the water tower at Prospect Park is scheduled to be paved 12/5/17 weather permitting. Block work on the building addition at the Water Treatment Plant continues and reinforcement columns were poured the basement of the original building to support the two additional filters.

Reminder: Village Administrator Jeff Seward would like to hold a Utilities Committee meeting, after committee assignments have been made the first of the year, to discuss rate increases.

MISCELLANEOUS

The next monthly department head meeting with the mayor is Wednesday, December 6, 2017 at 9:30 am.

The Tree City application was turned in on December 1, 2017.

Mr. Wilson asked about the water pressure in the Village. Letters need to be sent to the residents in advance of the new water plant operating.

Coffee with a Cop will be held on December 12, 2017. Ms. Winkhart would like to see this event advertised.

 BILLS AND CLAIMS

Mr. Wilson moved to approve bills and claims in the amount of $54,818.46. Mr. Gallaher seconded. Netzly yes, Rouse yes, Keith yes, Wilson yes, Gallaher yes, Winkhart yes. Six yes votes. Bills and claims approved.
