Session 14, August 21, 2017
Mayor Robert Benson called the 14th Regular Session of Council to order on Monday, August 21, 2017.  Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance.  Members answering roll call were Derek Netzly, Daniel Rouse, Robin Keith, Gary Wilson, Ray Gallaher and Pat Winkhart.  Also attending the meeting were Clerk-Treasurer Anne Johnson, Village Administrator Jeff Seward, Village Solicitor Attorney Terry Seeberger, Erie Valley Fire and Rescue Department Chief Rick Annen, Hunter Rouse, Michael Kline, Sabrina Hattery and Randy Hattery.  Mr. Netzly moved to approve the minutes of the 13th Regular Session of Council held on August 7, 2017.  Ms. Keith seconded.  Netzly yes, Rouse yes, Keith yes, Wilson yes, Gallaher yes.  Ms. Winkhart abstained.  Five yes votes.  Minutes approved.

PUBLIC PARTICIPATION

Michael Kline said he would like to see the park equipment updated or improved at Underwood Park

SAFTEY FIRE

Erie Valley Fire and Rescue Chief Rick Annen disturbed the monthly report to council.

Chief Annen advised they have acquired two AEDs for the Police Department.

Chief Annen reported that fire inspections are going well.

FINANCE

Clerk-Treasurer Anne Johnson gave council a copy of today’s check register.

ORDINANCES AND RESOLUTIONS

Ordinance 14-2017, an alternative tax budget ordinance.   Mr. Netzly offered and moved to accept Ordinance 14-2017 and declared same to be an emergency.  Mr. Gallaher seconded.  Netzly yes, Rouse yes, Keith yes, Wilson yes, Gallaher yes, Winkhart yes.  Mr. Wilson seconded.  Netzly yes, Rouse yes, Keith yes, Wilson yes, Gallaher yes, Winkhart yes.  Six yes votes.  Motion carried, Ordinance accepted.

Ordinance 14-2017, Ms. Winkhart moved, Mr. Wilson seconded rules requiring three separate reading of Ordinance 14-2017 be suspended.   Netzly yes, Rouse yes, Keith yes, Wilson yes, Gallaher yes, Winkhart yes.  Six yes votes.  Rules requiring three separate readings suspended.

Ordinance 14-2017, Ms. Keith moved, Mr. Rouse seconded Ordinance 14-2017 be placed in final passage.  Netzly yes, Rouse yes, Keith yes, Wilson yes, Gallaher yes, Winkhart yes.  Six yes votes.  Motion carried.  Ordinance 14-2017 duly adopted.

Ordinance 15-2017, an ordinance amending Navarre tax regulations and enacting Regulation 97.40, was given a second reading by title only.

SOLICITOR

Village Solicitor Attorney Terry Seeberger advised he will send a letter to the property owner at 239 Park NW in regards to the Property Maintenance Code.

MAYOR

Mayor Benson advised mosquito spraying will be done in the Village on August 22nd weather permitting.

Mayor Benson reappointed G. Ian Crawford as Village of Navarre Prosecutor for 2018 and requested councils consent.  Netzly yes, Rouse yes, Keith yes, Wilson yes, Gallaher yes, Winkhart yes.  Six yes votes.  Appointment approved. 

STREETS AND ALLEYS

The yard waste pit at the Waste Water Treatment Plant is open Monday through Friday from 7:00 am to 3:00 pm and on the weekends and holidays from 8:30 am to 11:00 am.

Brush pick-up will continue through September on the first and third Monday of each month.  Yard waste and bushes should be taken to the dumpster at the Waste Water Treatment Plant.

Appliance pick up in the Village will be this week through August 25th.

Streets were painted since the last meeting.  Barricades, trach cans and signs were put up and taken down for the Artfest.

The last street sweep of the year will be next Wednesday, August 30th in the early morning hours.  Residents are asked to park off the street the night before.

UTILITIES

The grit pump at the Waste Water Treatment Plant was repaired after the grit line and chamber were cleaned out.

Water meters were read since the last meeting.

Repair work on the North Oxidation Ditch at the Waste Water Treatment Plant is ongoing and the mud valves for the chlorine contact tanks will be replaced next.

Water Plant Expansion Project:  Work is progressing well at both sites.  The water tower is set to be painted soon.

MISCELLANEOUS

The start date of the paving project on Market Street is still unknown.  Once a schedule is known, a letter will be prepared for affected residents and it will also be put on the Police Facebook page.

The next monthly department head meeting with the mayor will be Wednesday, September 6th at 9:30 am.

Mr. Netzly reported the recommendations of the Finance Committee for a pay ordinance for 2018-2019.

There will not be a council meeting held on September 4th.  The next regular Council Meeting will be held on September 18, 2017.

BILLS AND CLAIMS

Mr. Wilson moved to approve bills and claims in the amount of $60,513.90.  Mr. Rouse seconded.  Netzly yes, Rouse yes, Keith yes, Wilson yes, Gallaher yes, Winkhart yes.  Six yes votes.  Bills and claims approved.
