Mayor Robert Benson called the 7th Regular Session of Council to order on Monday, May 1, 2017. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Derek Netzly, Daniel Rouse, Robin Keith, Gary Wilson, Ray Gallaher and Pat Winkhart. Also attending the meeting were Clerk-Treasurer Anne Johnson, Village Administrator Jeff Seward, Village Solicitor Attorney Terry Seeberger and residents: Debbie and Steve Adams, Vicki and Bill Black, Mark Bonner, Dustin Cicora, Nancy and Don Esway, Cynthia Griffith, Ricky and Rick Harhager, Cathy Hostetler, JoAnn Limbach, Ken Mahaffey, Nicole and Jake Penrod, Hunter Rouse, Leola and Tim Reese, Deana Sherwood, Emily Shrader, Greg and Shelley Smith, Jim Thompson, Suzanne Turner, Bob and Mary Wuske, Charles Shafer of Navarre Baseball Softball Association and Independent Reporter Mindy Lenigan.

PUBLIC PARTICIPATION
Charles Shafer, Navarre Baseball Softball Association advised there are twelve ball teams this year. They have dirt to fill in the holes at Ranger Field, but they do not have a way to get it there. They would like to redo the dugouts at the Market Street Field and also make the baseball field larger. The Administrator will work with their Field Manager. Mr. Netzly moved, Mr. Gallaher seconded to give permission to Navarre Baseball Softball Association to update the dugouts. Netzly yes, Rouse yes, Keith yes, Wilson yes, Gallaher yes, Winkhart yes. Residents spoke to Council in opposition to rezoning of a property on Wooster Street. Issues include noise, alcohol consumption, parking and safety. There are a lot of families in the area with young children. They like having a quiet neighborhood.
FINANCE
Clerk-Treasurer Anne Johnson gave council her April financial statements and a copy of today’s check register.
MAYOR
Mayor Robert Benson informed Council that Bob Gessner donated another $2500 to Navarre for General fund use.
The Mayor appointed Mary Mackey to the Navarre Planning Commission. Mary is replacing Zola Smeyres. We thank Zola for her many years of service on the Planning Commission.
Mayor Benson advised the Navarre Planning Commission approved the request to rezone parcel #1200732 323 Wooster St E to be returned to Navarre Council for action. This is a request to change the zoning form R1 Residential to B2 General Business. If Council chooses to take action, the rezoning Ordinance will become Ordinance 11-2017.
ORDINANCES AND RESOLUTIONS
Resolution 2017-6, a resolution authorizing Village Administrator to approve change order in favor of Bogner Construction Company. Mr. Netzly moved, Mr. Gallaher seconded to accept Resolution 2017-6. Resolution 2017-7, a resolution authorizing Village Administrator to approve change order in favor of Hungerford & Terry. Ms. Winkhart moved, Mr. Gallaher seconded to accept Resolution 2017-7. Resolution 2017-8, a resolution creating a contingency account for change orders on Water System Improvements Project. Mr. Wilson moved, Mr. Keith seconded to accept Resolution 2017-8. Ordinance 11-2017, an ordinance amending the Village of Navarre Zoning Map
Mayor Benson asked for motion from Council, no one offered. Mayor asked for a motion on the ordinance with limit use agreement from Council, no one offered. Ordinance dies from a lack of motion.
STREETS AND ALLEYS
Village Administrator Jeff Seward spoke to the residents in attendance about the Water Project and the new water tower. He instructed residents with galvanized plumbing to have a plumber check their plumbing.
The yard waste pit at the Waste Water Treatment Plant is open M-F 7am to 3pm, weekends and holidays 8:30 to 11am.
Brush pick-up will continue through September on the 1st and 3rd Mondays of each month. Yard waste and bushes should be taken to the dumpster at the Waste Water Treatment Plant.
Work will begin on repairing several catch basins around town.
The second street sweep of the year will be Wednesday, May 24th in the early morning hours. This will be downtown only. Residents are asked to park off the street the night before.
UTILITIES
Repairs continue on Blower #1 at the Waste Water Treatment Plant.
The hydrant and waterline extension across the Neomodal property was completed by employees of the Water, Sewer and Street Departments last week. They did an excellent job saving the Village between $25,000-$30,000.
The Bobcat was repaired last week and the sludge dump truck is being repaired this week.
Water Plant Expansion Project: The pouring of the backwash tank is complete. The renewal of the waterline from the plant to the front of the backwash tank is expected to be done in about a week. This has caused a change in the water pressure. More steel was delivered to the tower site and erection of the tower is expected to begin soon.
MISCELLANIOUS
Thanks to Councilman Netzly and the employees who participated in the Annual Cleanup Day. A special thanks to the girl scouts, the Fairless football team members and Coach Wilson for their efforts. The Park looks wonderful!!! Kraus donated pizza in the afternoon.
The next monthly department head meeting with the Mayor is this Wednesday the 3rd at 9:30 am.
A meeting with Stark Parks on 4/26/17 resulted in several requests for Bogner Construction in regards to signage required, trail maintenance and closure notifications. Additionally, talks of extending the trail on the other side of the old canal instead of running it along the Water Treatment Plant driveway were started.
A list was generated for the Deputy Administrator of several non-routine projects that need undertaken in the Village. These will also be discussed at the next department head meeting and will be scheduled when time allows for completion by Village employees.
Mr. Netzly advised residents to call the police if you have noise issues, we have a noise ordinance.
Mr. Wilson would like mulch at Underwood Park. Mr. Gallaher reported that a tree needs taken down at Ray Brummes parent’s house.
