Session 18, November 6, 2017
Mayor Robert Benson called the 18th Regular Session of Council to order on Monday, November 6, 2017. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Daniel Rouse, Robin Keith, Gary Wilson, Ray Gallaher and Pat Winkhart. Derek Netzly was excused from the meeting. Also attending the meeting were Clerk-Treasurer Anne Johnson, Village Administrator Jeff Seward, Randy Hattery and Sabrina Hattery. Ms. Keith moved to approve the minutes of the 17th Regular Session of Council held on October 17, 2017. Mr. Gallaher seconded. Rouse yes, Keith yes, Wilson yes, Gallaher yes, Winkhart yes. Five yes votes. Minutes approved. SAFTEY POLICE The monthly police report was distributed to council. FINANCE Clerk-Treasurer Anne Johnson gave council October financial statements and a copy of today’s check register. ORDINANCES AND RESOLUTIONS Resolution 2017-17, a resolution adopting the plan to implement the actions prescribed in the Federally Approved Multi-Jurisdictional Hazard Mitigation Plan, requested by Stark County Emergency Management Agency. Ms. Winkhart moved, Mr. Gallaher seconded to accept Resolution 2017-17. Rouse yes, Keith yes, Wilson yes, Gallaher yes. Five yes votes. Resolution 2017-17 accepted. MAYOR Mayor Benson reported the Towpath Trail YMCA requested $3000.00 from the Village toward resurfacing of the parking lot. Mr. Wilson moved to approve the request, Ms. Keith seconded. Rouse yes, Keith yes, Wilson yes, Gallaher yes. Winkhart abstained. Four yes votes. Request approved. Mayor Benson stated that Trick or Treat for 2018 will be Wednesday evening, October 31, 2018. A question was added to the Navarre website asking citizens if they would prefer Trick or Treat in the Village to be during day time hours. Mayor Benson advised that Rural Action and the Muskingum Watershed Conservancy District are in the process of designating the Tuscarawas River as a State Water Trail and would like approval from the Village. Mr. Gallaher moved to approve, Ms. Winkhart seconded to have the Mayor send a letter of approval. Rouse yes, Keith yes, Wilson yes, Gallaher yes, Winkhart yes. Five yes votes. Letter approved. Mayor Benson stated he received a letter from business owner of Georgio’s Pizza, Loran Soliman. A copy of the letter was distributed to the council members. STREETS AND ALLEYS The yard waste pit at the Waste Water Treatment Plant is open Monday – Friday from 7 am to 3pm and weekends and holidays from 8:30 am to 11am. Leaf pick-up will continue through 11/22/17. After this date, only bagged leaves will be picked up and residents will have to call Village Hall to get on the list. Brush pick-up has concluded for the year. Yard waste, limbs and bushes should be taken to the dumpster at the Waste Water Treatment Plant. Quotes were received for painting centerlines on Wooster Street and Market Street, with the low bid being $4025. The Village will be contacted in advance of work starting. Two catch basins near the tracks on Basin Street need to be raised as part of the crossing rebuild. The Street Department will do the work this week in conjunction with the Railroad. Holiday banners and flags were hung in advance of Christmas in the Village and Veteran’s Day respectively. UTILITIES The roof of the Office Building and Maintenance Building at the Waste Water Treatment Plant are scheduled to be done in the coming weeks Water meters were read since the last meeting. The Navarre Bethlehem Park pavilion was winterized on October 31, 2017 and the restrooms are now closed for the season. The dumpster was picked up after the trash barrels were emptied and the porta johns were removed. Water Plant Expansion Project: The water tower needs the overflow finished and some site work done (fence, grading and pavement, etc.). The clear well roof was poured and block work has started on the buildings at the Water Treatment Plant. The tower can’t be put in service until the plant renovations are complete. We need to have rate increases prepared to go into effect in conjunction with the new plant operating around next spring. The Utility Committee will meet to discuss. MISCELLANEOUS The Market Street project is essentially complete. According to the engineer, a problem spot will be fixed at the end of Hawthorne Street. The next monthly department head meeting with the mayor will be Wednesday, November 8th at 9:30 am. Closing of the railroad tracks on State Route 21 will be discussed. Several in-town projects were undertaken by employees from various departments over the last two months including: Curb and sidewalk repair in front of John’s Custom Embroidery, on Wooster Street, laying asphalt on Maple Street between Tuscarawas Street and Canal Street, installing a parking lot across from the sled riding hill in Navarre Bethlehem Park, draining work in the park, installation of new playground equipment, root grinding and sidewalk leveling on West Wooster Street, and testing for leaks in the gas lamps on Rochester Square. I would like to thank the guys for their hard work and cooperation on these projects!! Mayor Benson reported that the next Crime Watch Meeting will be held on December 12th at 6:00 pm at Anderson’s Coffee Shop. Ms. Keith reported that there was an event at the Poth Barn this past Saturday night. The owners cancelled a commercial fire inspection and are not participating in Christmas in the Village. The police should be contacted if an event is going on so they can issue a zoning violation. Navarre Bethlehem Joint Park Committee to be reestablished. Mr. Rouse will be our council representative and Mr. Wilson will be our resident representative. The Tree Committee is also to be reestablished after the first of the year. Ryan Ridge residents appreciate the brush that was cleared at the stop sign. Mr. Wilson noted damage to the gazebo at Underwood Park. He questioned if the park was being videotaped. Police need a time frame to review. BILLS AND CLAIMS Mr. Wilson moved to approve bills and claims in the amount of $175,030.23. Mr. Rouse seconded.
