Session 21, December 18, 2017
Pat Winkhart called the 21st Regular Session of Council to order on Monday, December 18, 2017. Pat Winkhart began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Derek Netzly, Daniel Rouse, Robin Keith, Gary Wilson, and Ray Gallaher. Also attending the meeting were Clerk-Treasurer Anne Johnson, Village Administrator Jeff Seward, Village Solicitor Attorney Terry Seeberger, Hunter Rouse, Randy and Sabrina Hattery, and Don Berkey. Mayor Benson arrived at 7:05. Mr. Netzly moved to approve the minutes of the 20th Regular Session of Council held on December 4, 2017. Mr. Wilson seconded. Attorney Terry Seeberger advised that someone needs to be here to address council monthly. FINANCE Clerk-Treasurer Anne Johnson distributed a copy of today’s check register. ORDINANCES AND RESOLUTIONS Ordinance 18-2017, an ordinance formalizing the Navarre-Bethlehem Community Park Board and Navarre Park Board, was given a second reading by title only. Ordinance 19-2017, an ordinance of Temporary Appropriations declared an emergency. Mr. Gallaher offered and moved to accept Ordinance 19-2017 and declaring same to be an emergency. MAYOR Mayor Benson requested permission from Council to sign a renewal of our Aggregation Agreement with First Energy Solutions for 36 months, after Attorney Seeberger reviews. Mayor Benson advised this will continue our current 6% less of what is charged by Ohio Edison. Ms. Winkhart moved, Ms. Keith seconded to approve. Mayor Benson will begin his second two year term on Navarre-Bethlehem Joint Fire District Board of Trustees on January 1, 2018. Mayor Benson gave thanks and best wishes to Councilmen Ray Gallaher and Gary Wilson for all the years of service to the Village of Navarre Council and citizens of the Village. STREETS AND ALLEYS The yard waste pit at the Waste Water Treatment Plant is open Monday – Friday from 7:30am to 3pm and weekends and holidays from 8:30 am to 11am. Leaf pick-up has concluded with the leaf vacuum for this season. Only bagged leaves will be picked up and residents will have to call Village Hall to get on the list. Brush pick-up has concluded for the year so yard waste, limbs and bushes should be taken to the dumpster at the Waste Water Treatment Plant until pick-up resumes in April 2018. Three loads of road salt have been delivered since last meeting. The final engineer’s recommendations on the change orders for the Market Street project are still not received. UTILITIES Return pump #2 at the Waste Water Treatment Plant was taken in for repairs. Water meters are currently being read. Village Administrator Jeff Seward gave thanks to Nate Seal and his crew from Ohio Edison for setting a new pole and restoring the power to the Waste Water Treatment Plant quickly last week when a motorist hit our electric pole in front of the Waste Water Treatment Plant. Excellent work and much appreciated. Water Plant Expansion Project: Finish landscaping for the water tower site will be undertaken in the spring. Work on the additions and in the basement of the current Water Treatment Plant continues. Village Administrator Jeff Seward would like to hold a Utilities Committee Meeting after committee assignments are made the first of the year, to start discussing rate increases. MISCELLANEOUS The next monthly department head meeting with the mayor is Wednesday, January 17, 2018 at 9:30 am. Village Administrator Jeff Seward reports the Christmas Party last Friday went well and he would like to wish everyone a Happy Holiday season. Village Administrator Jeff Seward is looking into Dude Solutions for all three departments. This is an app for smart phones to track jobs, work orders, record keeping, etc. The city of Louisville is currently using it. We will be able to map the fire hydrants, water valves and sewer manholes. Council wishes everyone Merry Christmas and Happy New Year. Council gives thanks to Mr. Wilson and Mr. Gallaher for their service. Mr. Wilson has been on council for seventeen years. Mr. Gallaher has worked for the Village since 1973. Ms. Keith has received complaints about snow removal on Plainmont Street. Mr. Wilson has received complaints about the condition of some of the alleys. Mr. Gallaher reports that some street signs and poles in the Village need painted or replaced. First council meeting in 2018 will be held January 8, 2018. Swearing in will take place prior to the meeting. BILLS AND CLAIMS Mr. Wilson moved to approve bills and claims in the amount of $56,717.07. Mr. Gallaher seconded.
