Session 17, September 3, 2024
Mayor Justin Cline called the 17th Regular Session of Council to order on Monday, September 3, 2024. Mayor Cline began the meeting by asking Councilperson Josh Smith to say a prayer, then led attendees in the Pledge of Allegiance. This public meeting is being recorded. Members answering roll call were Carla Carl, Joe Kammer, Abigail Caldwell, Daniel Rouse, Josh Smith and Molly Lehman. Also attending the meeting were Fiscal Officer Kim Meek-Obed and Village Solicitor Attorney Terry Seeberger. Mr. Kammer made the motion to approve the minutes of the 16th session of council held on August 19, 2024 and Mr. Smith seconded. Kammer yes, Rouse yes, Smith yes, Carl yes, Caldwell yes, Lehman abstain. Five yes votes. Motion carried. Minutes approved. PUBLIC PARTICIPATION No public participation. FINANCE Ms. Kim Meek-Obed presented two things from Bethlehem Township. The first item was the township list of expenditures for the work they did at the park that was reimbursed by a grant they received. There were some expenses above the grant amount that the township and the village will split totaling $7,944.56 ($3,972.28 that the village owes to the township). The second item is the list of expenses that were incurred in 2022. Bethlehem Twp. Fiscal Officer, Jody Matics, submitted this to the village to bill the village for their share of the expenses. The total expenses for 2022 were $34,992.76 ($17,496.34 each for the village and the township). This amount less the amount that the village paid in 2022 of $8,143.81 leaves a balance of $9,352.53 that the village owes to the township. Ms. Meek-Obed asked for council approval to pay these items. Mr. Smith made a motion and Mr. Kammer seconded to approve payment to Bethlehem Township for the village’s share of the expenses incurred in 2022 ($9,352.53) and the expenses in excess of what was reimbursed by a grant for work done at the park ($3,972.28) for a total reimbursement to Bethlehem Twp of $13,324.81. Carl yes, Caldwell yes, Lehman yes, Smith yes, Kammer yes, Rouse yes. Six yes votes. Motion passed. Ms. Meek-Obed reminded that there is a Finance Committee meeting on Tuesday, September 10th at 6:30 pm. SOLICITOR Mr. Seeberger presented Resolution 2024-17, an ordinance for sharing funds with Bethlehem Twp. for the employment of a person to be hired for the Historical Society. Ms. Lehman made a motion to have final reading and passage of Resolution 2024-17 and Ms. Caldwell seconded. Caldwell yes, Carl yes, Lehman yes, Rouse yes, Kammer yes, Smith yes. Six yes votes. Resolution passed. Mr. Seeberger presented Resolution 2024-20, a Resolution directing the Fiscal Officer to pay Tractor Supply per the Job Creation Tax Credit Agreement. Mr. Smith made a motion to pass Resolution 2024-20 as an emergency and Ms. Carl seconded for the Fiscal Officer to make payment to Tractor Supply. Rouse yes, Carl yes, Smith yes, Lehman yes, Caldwell yes, Kammer yes. Six yes votes. Resolution passed. Mr. Seeberger reported that the work at the Fohl intersection is to begin this week on 9/5/24. Mr. Smith reported that there is no road closed or detour signs. There was discussion about signs. Mr. Smith is going to talk to Blake Dibell about it and Mr. Seeberger will talk to the engineer on the project. Mr. Seeberger reported that the wastewater treatment plant design should be completed by the end of September. MAYOR Mayor Justin Cline reported that we only had two applications for the Zoning Inspector position. He has contacted one person that had 10+ years of experience as a zoning inspector but left him a message and hasn’t heard back from him yet. MISCELLANEOUS Mr. Rouse asked if Mr. Seeberger has done a letter to the property on Jacob Street regarding the tree. Terry said he had done a letter but had it for Mike Turner to sign, but since he is no longer here, he will have Justin sign it, so it can go out. Ms. Lehman stated that the CDBG application deadline is 10/18/2024. There is a virtual home workshop on Friday, October 4th at 9:00 a.m. that deals with affordable housing projects and she will be attending that. She stated that she wants to reschedule the Business/Zoning Committee meeting. Ms. Lehman reported that there is a meeting about Christmas in the Village on September 10th at 6:00 pm. She asked if we had set the date and time for Trick-or-Treat and it was stated that it had been set at the last meeting. There was discussion and it was decided to start it 30 minutes earlier, at 5:30 pm instead of 6:00 pm. BILLS AND CLAIMS Mr. Kammer made a motion to pay the Bills & Claims and Ms. Lehman seconded. Caldwell yes, Rouse yes, Lehman yes, Smith yes, Carl yes, Kammer yes. Six yes votes. Motion passed. Mr. Kammer made a motion to adjourn the meeting and Ms. Carl seconded.
