Session 13, July 18, 2022
Mayor Robert Benson called the 13th Regular Session of Council to order on Monday, July 18, 2022. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. This public meeting is being recorded. Members answering roll call were Abby Gallion, Joseph Kammer, Justin Cline, Daniel Rouse and Josh Smith. Also attending the meeting were Clerk-Treasurer Anne Johnson, Village Solicitor Attorney Terry Seeberger, Police Chief Chad Shetler, Patrolman Alec Hall, Officer Michael Cvengros and friends and family, resident Ron Kerby. Resident Rick Smith was in attendance via Zoom. Mr. Smith moved to approve the minutes of the 12th Regular Session of Council held on June 20, 2022. Mr. Cline seconded. Gallion yes, Kammer yes, Cline yes, Rouse yes, Smith yes. Five yes votes. Minutes approved. PUBLIC PARTICIPATION Resident Rick Smith of 10 Wooster Street NE announced he is now working from home and is concerned about the increased truck traffic trying to turn onto State Route 21 North. He is concerned, as there is not enough room. He also expressed concern about the additional truck traffic from TSC. Mayor Benson stated there has been communication with TSC to have the truck traffic routed to Navarre Road to access State Route 21. Ms. Gallion noted that new signage will be installed to deter truck traffic in the Village. She also noted that there is a Federal Motor Carrier Safety Administrations that you can contact to identify routes that trucks are not permitted to use. POLICE SAFETY Police Chief Chad Shetler distributed the monthly police report. Chief Shetler is requesting that Auxiliary Officer Michael Cvengros be appointed as a full-time Officer of the Navarre Police Department. Mayor Benson made the appointment and requested Council’s consent. Gallion yes, Kammer yes, Cline yes, Rouse yes, Smith yes. Five yes votes. Appointment carried. Mayor Benson gave the Oath of Office to Officer Cvengros. The old Dodge Charger had some work done and is being used for transportation and training. Thefts are increasing at TSC warehouse. Thefts at TSC have totaled $40,000.00. Police are working on a security plans. They have been working with Seifert Technologies on IP cameras in the Village. Over 1000 license plates were received for Luke Reicosky, a Fairless Elementary student. The first golf cart inspection has been completed and approved by the BMV. Chief Shetler would like to the meet with the Finance Committee to discuss the 2023 budget. Chief Chad Shetler discussed soliciting in the Village. He explained the time that is spent on the process of doing a background check on potential solicitors. Ms. Gallion noted the Village offers an aggregation program for gas and electric and motioned to discontinue soliciting in the Village. Mr. Kammer seconded. FINANCE Clerk-Treasurer Anne Johnson gave council a copy of the June financial statements, today’s check register and the bills and claims. SOLICITOR Village Solicitor Attorney Terry Seeberger explained the cost estimate for the Waste Water Treatment Plant Expansion Project has gone up from 5.7 million to 7.3 million. The new numbers have been sent to the County. Attorney Seeberger discussed increasing sewer rates. MAYOR Mayor Robert Benson discussed annexing an area that Diversified Engineering Inc. has asked for a right-of-way to hook into the sewer for Studer Apartments. ADMINISTRATOR Village Administrator Zachary Wisselgren reported the gazebo at Underwood Park has been repaired. Crack sealing was applied on streets in the Village. He also advised there will be bid openings on Friday for the Canal Street Project. The Reach Alert Program is up and running, where residents can be notified of numerous happenings in the Village, i.e., street sweeping, mosquito spraying, snow parking bans, emergencies, etc. ORDINANCE AND RESOLUTIONS Ordinance 16-2022, an ordinance excluding through truck traffic, enacting new Regulation Sec. 70.21 was given a third and final reading. Gallion yes, Kammer yes, Cline yes, Rouse yes, Smith yes. Five yes votes. Ordinance 16-2022 declared duly adopted. Ordinance 17-2022, an ordinance limiting the use of fireworks within the Village, enacting Regulation 91.13 was given a second reading by title only. Resolution 2022-9, a resolution approving payment to United Earthworks for Applications 7 & 8. Mr. Smith offered and moved to accept Resolution 2022-9. Mr. Cline seconded. Gallion yes, Kammer yes, Cline yes, Rouse yes, Smith yes. Five yes votes. Resolution 2022-9 accepted. MISCELLANEOUS Mr. Cline said the Navarre-Bethlehem Park Board would to participate in Flags of Freedom in the Park on September 10th and 11th. Mr. Cline motioned to approve Flags of Freedom, Mr. Cline seconded. Gallion yes, Kammer yes, Cline yes, Rouse yes, Smith yes. Five yes votes. Motion carried. Mr. Smith advised interviews will be conducted tomorrow at 6:30 for a Council candidate and there will be a Council of the Whole Meeting on August 1, 2022 at 6:45 pm to appoint Council seat. BILLS AND CLAIMS Ms. Gallion moved to approve bills and claims in the amount of $218,070.11. Mr. Kammer seconded. Gallion yes, Kammer yes, Cline yes, Rouse yes, Smith yes. Five yes votes.
