Session 14, August 1, 2022
President Pro Temp Josh Smith called the 14th Regular Session of Council to order on Monday, August 1, 2022. Mayor Benson was not present at the meeting, as he is on a vacation. Mr. Smith began the meeting with a prayer and led the Pledge of Allegiance. This public meeting is being recorded. Members answering roll call were Abby Gallion, Joseph Kammer, Justin Cline, Daniel Rouse and Josh Smith. Also attending the meeting were Clerk-Treasurer Anne Johnson, Village Administrator Zachary Wisselgren and residents Molly Lehman, Don Esway and Nancy Esway, Ernest and Debra Lehman, Ernie Lehman and Craig Russell.

Mr. Smith motioned to appoint Molly Lehman as a Council Member to replace Council Member Derek Netzly who resigned as of June 30, 2022. Mr. Kammer seconded. Gallion yes, Kammer yes, Cline yes, Rouse yes, Smith yes. Five yes votes. Motion Carried. Village Solicitor Attorney Terry Seeberger administered the Oath of Office to Council Member Molly Lehman.

Ms. Gallion moved to approve the minutes of the 13th Regular Session of Council held on July 18, 2022. Mr. Cline seconded. Gallion yes, Kammer yes, Cline yes, Rouse yes, Smith yes. Five yes votes. Minutes approved.


PUBLIC PARTICIPATION
Resident Don Esway made some suggestions for Underwood Park. He said the park needs cleaned up and updated. His ideas include removing some of the horse shoe pits and installing Bocce Ball and a Disc Golf Course. He stated no one plays tennis and he feels that area would be better used as a Pickle Ball Court. He also said the Skate Board Park isn’t being used and the playground equipment needs updated. The fence could be moved to put in Shuffle Board Courts. In addition to the updates needed at Underwood Park, the parking lot at the Civic Center is in need of repairs. Mr. Smith said these ideas could be discussed with the Parks Committee.


FINANCE
Clerk-Treasurer Anne Johnson gave council a copy of the July financial statements, today’s check register and the bills and claims.


SOLICITOR
Village Solicitor Attorney Terry Seeberger said he is working on a plan for financial expansion of the Waste Water Treatment Plant. The County Commissioners will be discussing this project with the County Sanitary Engineer James Troike. The expansion is needed for potential new tenants at Prospect Park.


ORDINANCE AND RESOLUTIONS
Ordinance 17-2022, an ordinance limiting the use of fireworks within the Village, enacting Regulation 91.13, was given a third and final reading. Mr. Cline offered, Ms. Gallion seconded Ordinance 17-2022 be placed in final passage. Gallion yes, Kammer yes, Cline yes, Rouse yes, Smith yes, Lehman abstained. Five yes votes. Ordinance 17-2022 declared duly adopted.

Ordinance 18-2022, an ordinance amending sec. 112.01 and repealing sec 112.02-112.06 regarding door-to-door solicitation. Ms. Gallion offered and moved to accept Ordinance 18-2022. Mr. Kammer seconded. Gallion yes, Kammer yes, Cline yes, yes, Rouse yes, Smith yes, Lehman yes. Six yes votes. Motion carried. The first reading was given.




ADMINISTRATOR
Village Administrator Zachary Wisselgren reported that no bids were received on Friday for the Canal Street Road Project, as costs continue to increase. Our Engineer suggested a rebid in November. Mr. Wisselgren said he will work with the police on where to place the “No Thru Truck” signage on Market Street.


MISCELLANEOUS
Mr. Cline said he is receiving complaints about dirt bikes in town. Mr. Cline also stated he could use volunteers at Navarre-Bethlehem Park on Saturday laying mulch at 7:00 am. There will be a Navarre-Bethlehem Park Board Meeting at 6:00 pm on August 4, 2022 at the Bethlehem Township Hall.


BILLS AND CLAIMS
Ms. Gallion moved to approve bills and claims in the amount of $176,064.92. Mr. Kammer seconded. Gallion yes, Kammer yes, Cline yes, Rouse yes, Smith yes, Lehman yes. Six yes votes. Bills and claims approved.
