Session 1, January 3, 2022
Mayor Robert Benson called the 1st Regular Session of Council to order on Monday, January 3, 2022. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. This public meeting is being recorded. Members answering roll call were Justin Cline, Abby Gallion, Joseph Kammer, Derek Netzly, Daniel Rouse and Josh Smith. Also attending the meeting were Clerk-Treasurer Anne Johnson, Village Administrator Zachary Wisselgren, Village Solicitor Attorney Terry Seeberger, Navarre Police Sergeant Matt Amendola and Robert Ludwig.

On the first order of business, Mr. Netzly motioned to open nominations for President Pro Temp for 2022. Mr. Cline seconded. Cline yes, Gallion yes, Kammer yes, Netzly yes, Rouse yes, Smith yes. Six yes votes. Nominations opened. Mr. Smith nominated Derek Netzly for President Pro Temp for 2022. Mr. Cline moved to close the nominations. Mr. Netzly seconded. Cline yes, Gallion yes, Kammer yes, Netzly yes, Rouse yes, Smith yes. Six yes votes. Nominations closed.

Mr. Cline moved to elect Derek Netzly as President Pro Temp for 2022. Mr. Kammer seconded. Cline yes, Gallion yes, Kammer yes, Netzly yes, Rouse yes, Smith yes. Six yes votes. Derek Netzly voted President Pro Temp for 2022.

Mr. Smith moved to approve Council Rules for 2022. Mr. Netzly seconded to approve Council Rules for 2022. Cline yes, Gallion yes, Kammer yes, Netzly yes, Rouse yes, Smith yes. Six yes votes. Motion carried. Council Rules for 2022 approved.

Mr. Netzly moved to approve the minutes of the 22nd Regular Session of Council held on December 20, 2021. Mr. Smith seconded. Cline yes, Kammer yes, Netzly yes, Rouse yes, Smith yes. Gallion abstained. Five yes votes. Minutes approved.

FINANCE
Clerk-Treasurer Anne Johnson gave council a copy of today’s check register, the December financial statements and the bills and claims.

SOLICITOR
Village Solicitor Attorney Terry Seeberger reported that some changes were made on the two ordinances after a discussion with the Police Department. Attorney Terry Seeberger advised he would like to have a training session with the new Council members on a Saturday morning if possible, regarding the Navarre Zoning Code principles of zoning and development standards.

MAYOR
Mayor Robert Benson made the following appointments for 2022 and requested council’s consent:

Chris Pittman, Cemetery Sexton. Cline yes, Gallion yes, Kammer yes, Netzly yes, Rouse yes, Smith yes. Six yes votes. Consent given.

Marcia Comer, Cemetery Clerk. Cline yes, Gallion yes, Kammer yes, Netzly yes, Rouse yes, Smith yes. Six yes votes. Consent given.

With the advice of Council, Mayor Benson appoints Jim Neely, Navarre Zoning Inspector for 2022 and requested Council’s consent. Mr. Netzly motioned and Mr. Kammer seconded. Cline yes, Gallion yes, Kammer yes, Netzly yes, Rouse yes, Smith yes. Six yes votes. Consent given.

Police Chief Chad Shetler requested the appointment of Officer Jordan Starcher to the 2022 Navarre Police Department Auxiliary Unit. Mayor Robert Benson made the requested appointment for 2022 Auxiliary Police and requested council’s consent. Cline yes, Gallion yes, Kammer yes, Netzly yes, Rouse yes, Smith yes. Six yes votes. Consent given.

ORDINANCE AND RESOLUTIONS
Ordinance 1-2022, an ordinance enacting section 34.22 authorizing inspection of under-speed vehicles by the Navarre Police Department. Mr. Netzly offered and moved to accept Ordinance 1-2022. Mr. Smith seconded. Cline yes, Gallion yes, Kammer yes, Netzly yes, Rouse yes, Smith yes. Six yes votes. Motion carried. The first reading was given.

Ordinance 2-2022, an ordinance regulating under speed vehicles per sections 75.27 through 75.31enacting section 34.22. Mr. Smith offered and moved to accept Ordinance 2-2022. Mr. Cline seconded. Cline yes, Gallion yes, Kammer yes, Netzly yes, Rouse yes, Smith yes. Six yes votes. Motion carried. The first reading was given.

UTILITIES
Village Administrator Zachary Wisselgren reported there will be a meeting this Friday with the Stark County Sewer Department, Commissioner Bill Smith and our Engineer Don Dummermuth to discuss the upgrades to the Sewer Plant.

STREETS AND ALLEYS
Village Administrator Zachary Wisselgren advised that he looked into getting a solar blinking light sign to inform drivers of the truck entrance on Fohl Street.

MISCELLANEOUS
Mr. Cline would like to commend Officer Tia Cruise for the quick response time after he accidentally called 911 on his new Apple watch.

Mr. Rouse said Roy Williams Trash Service is in town late, after 8:00 pm, and they speed through town.

Mr. Netzly thanked Council for appointing him President Pro Temp for the 2022 term.
He also advised there will be a Finance Committee Meeting at 6:00 pm with Clerk-Treasurer Anne Johnson.

BILLS AND CLAIMS
Mr. Netzly moved to approve bills and claims in the amount of $38,798.88. Mr. Cline seconded. Cline yes, Gallion yes, Kammer yes, Netzly yes, Rouse yes, Smith yes. Six yes votes. Bills and claims approved.
