Session 4, February 28, 2022
Mayor Robert Benson called the 4th Regular Session of Council to order on Monday, February 28, 2022. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. This public meeting is being recorded. Members answering roll call were Abby Gallion, Joseph Kammer, Justin Cline, Daniel Rouse, Josh Smith and Derek Netzly. Also attending the meeting were Village Administrator Zachary Wisselgren, Clerk-Treasurer Anne Johnson, Village Solicitor Attorney Terry Seeberger, Police Chief Chad Shetler, Detective Dan Kirby and his wife, Sue, Patrolman Alec Hall and friends and family of Sergeant Matt Amendola and resident Robert Ludwig.
Mr. Netzly moved to approve the minutes of the 3rd Regular Session of Council held on February 7, 2022. Mr. Cline seconded. Gallion yes, Kammer yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Minutes approved. SAFETY POLICE Police Chief Chad Shetler reported that the cruiser purchased last year is finally ready for pick-up tomorrow. He said he is looking at build quotes for another new cruiser. Current order time is eight months out. He stated the 2009 Charger has been stripped of equipment for use and it will be used for CPT Training. He advised the steering in the 2013 Explorer is out and that it may take weeks to get the back ordered equipment. Chief Shetler reported the department was awarded $25,000.00 in grant money to be used for body cameras in which he still needs to find out exactly what equipment can be purchased with the grant funds. Police Chief Chad Shetler reported that Sergeant Amendola has been helping get the police department back into standards. Matt Amendola has helped with getting equipment and grants up to date. He has been working a lot of overtime hours to keep everything operating and Chief Shetler asked for Council’s consent to promote Sergeant Matt Amendola to Captain. Mayor Benson appointed Matt Amendola to Captain and requested Council’s consent. Gallion yes, Kammer yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Appointment stands. FINANCE Clerk-Treasurer Anne Johnson gave council a copy of today’s check register and the bills and claims. ORDINANCE AND RESOLUTIONS Ordinance 6-2022, an ordinance of pay increases for full-time employees in 2022 and 2023, to be passed as an emergency. Mr. Netzly offered and moved to accept Ordinance 6-2022 and declared same to be an emergency. Mr. Smith seconded. Gallion yes, Kammer yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Motion carried. Ordinance accepted. Ordinance 6-2022, Mr. Smith moved, Mr. Cline seconded rules requiring three separate readings of Ordinance 6-2022 be suspended. SOLICITOR Village Solicitor Attorney Terry Seeberger made remind of the program to review zoning issues and economic development issues for new tenants at Prospect Park with Council members on March 12, 2022 at 8:30 am. MAYOR Mayor Benson advised he has a replat marly that will require the solicitor to prepare an ordinance for Council’s action. Mayor Benson reported that Katherine Gessner, President of MCTV, sent an annual franchise gift of $2500.00. ADMINISTRATOR Village Administrator Zachary Wisselgren reported the Street Department was out patching holes today and they plan to continue patching all week. He said a new back door will be installed at the Civic Center, and that trees are being removed as requested. Mr. Wisselgren advised a new water meter will be installed at Nickles Bakery. To close, Mr. Wisselgren stated he will be meeting next week with Stark Soil and Water, along with the Contractor and Bob DeHoff to discuss water and mud run off, as the storm sewer is becoming plugged at Prospect Park. MISCELLANEOUS Mr. Cline stated the Navarre-Bethlehem Park Board recently had a meeting to discuss raising the pavilion rental fee. Mayor Benson stated determination of such was up to the Park Board. Mr. Cline also mentioned that he is receiving requests to have the alley by Anderson’s and the alley by the liquor store repaired. Mr. Wisselgren said gravel will be placed in those alleys in the Spring. Mr. Rouse reported there is a disabled truck parked across from his house which impairs his ability to properly back out of his driveway when pulling a trailer. Mr. Netzly requested a copy of the food vendor ordinance. BILLS AND CLAIMS Mr. Netzly moved to approve bills and claims in the amount of $82,124.55. Ms. Gallion seconded.
