Session 18, October 17, 2022

Mayor Robert Benson called the 18th Regular Session of Council to order on Monday, October 17, 2022.  Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance.  This public meeting is being recorded.  Members answering roll call were Joseph Kammer, Justin Cline, Molly Lehman and Josh Smith.  Abby Gallion and Daniel Rouse were excused from the meeting.  Also attending the meeting were Clerk-Treasurer Anne Johnson, Village Solicitor Attorney Terry Seeberger, Village Administrator Zachary Wisselgren, Navarre Police Chief Chad Shetler, Sergeant Dan Kibry and his wife Sue, Patrolman Alec Hall and family and Michael Pomesky and family.

 Mr. Smith motioned to approve the minutes of the 17th Regular Session of Council held on October 3, 2022.  Mr. Kammer seconded.  Kammer yes, Cline yes, Lehman yes, Smith yes.  Four yes votes.  Minutes approved.

 SAFETY POLICE

Police Chief Chad Shetler reviewed the monthly police report.  He advised the department will no longer be responding to assist Beach City and Wilmot.  Those agencies will have to rely on the Stark County Sheriff’s Department for assistance.  Mayor Benson read the resignation letter from Patrolman Tia Cruise.

 “Dear Chief Chad Shetler, Mayor Bob Benson and members of the Village Council.  Please accept this resignation from my position as full-time patrolman serving within the Village of Navarre, effective October 27, 2022.

 I have been given many tools and experiences to start off my law enforcement career, but it is with great sadness that I must part from the Navarre Police Department in order for my career and my commitment to my family to continue to grow and build upon the future goals we desire and deserve.

 I would like to thank you for the guidance, privileges and mentoring you have provided during the past two years.  I appreciate all of the opportunities given to me to serve the Village of Navarre and its residents.  I wish nothing but the best to all of you as you continue your careers.  Stay safe out there.

Chief Chad Shetler requested the appointment of Michael Pomesky to the Navarre Police Department Auxiliary Unit.  Mayor Benson requested Council’s consent.  Kammer yes, Cline yes, Lehman yes, Smith yes.  Four yes votes.  Consent given.  Mayor Benson swore in Michael Pomesky. 

 Chief Chad Shetler requested the promotion of Alec Hall to the position of Detective.  Mayor Benson requested Council’s consent.  Kammer yes, Cline yes, Lehman yes, Smith yes.  Four yes votes.  Consent given. 

 FINANCE

Clerk-Treasurer Anne Johnson gave council a copy of today’s check register and the bills and claims.

 SOLICITOR

Village Solicitor Attorney Terry Seeberger discussed Resolution 2022-14.  A couple Council Members determined they would like to look at Joint Solid Waste Management Agreement before taking action on this resolution. 

Village Solicitor Attorney Terry Seeberger said we advertised for a statement of qualifications for design professionals.  He plans on contacting the American Society of Engineers.  It will take twelve months to design the expansion of the Waste Water Treatment Plant.  He will grade them with the Mayor, Zachary Wisselgren and Mr. Smith and make recommendation to Council. 

 

 ORDINANCE AND RESOLUTIONS

Ordinance 21-2022, an ordinance of replat – Village Engineer Don Dummermuth needs to give his opinion on the replat before action can be taken on this.

 

Ordinance 22-2022, an ordinance accepting the alternate formula for distribution of Local Government and Local Government Revenue Assistance Funds, to be passed as an emergency.  Mr. Smith offered and moved to accept Ordinance 22-2022 and declared same to be an emergency.  Mr. Kammer seconded.  Kammer yes, Cline yes, Lehman yes, Smith yes.   Four yes votes.  Motion carried.  Ordinance accepted.

 

Ordinance 22-2022, Mr. Smith moved, Mr. Cline seconded rules requiring three separate readings of Ordinance 22-2022 be suspended.  Kammer yes, Cline yes, Lehman yes, Smith yes.   Four yes votes.  Rules requiring three separate readings suspended.

 

Ordinance 22-2022, Mr. Smith moved, Mr. Kammer seconded Ordinance 22-2022 be placed in final passage. Kammer yes, Cline yes, Lehman yes, Smith yes.   Four yes votes.   Motion carried.  Ordinance 22-2022 duly adopted.

 

Resolution 2022-15, a resolution accepting the amounts and rates determined by the Budget Commission.  Mr. Smith offered and moved to accept Resolution 2022-15.  Ms. Lehman seconded.  Kammer yes, Cline yes, Lehman yes, Smith yes.  Four yes votes.  Resolution 2022-15 accepted.

 

MAYOR

Mayor Robert Benson stated Patty Weller performs above and beyond the expectations of her job requirement and requested a motion for appreciation.  Mr. Smith offered and Ms. Lehman seconded.  Kammer yes, Cline yes, Lehman yes, Smith yes.  Four yes votes.  Motion carried.

 

Last year Navarre donated $500.00 to the YMCA for the community Halloween party.  Ms. Winkhart is requesting the Village of Navarre donate $300.00 this year.  Mr. Kammer motioned to donate $500.00 to the YMCA community Halloween party and Mr. Cline seconded.  Kammer yes, Cline yes, Lehman yes, Smith yes.  Four yes votes.  Motion carried.

 

ADMINISTRATOR

Village Administrator Zachary Wisselgren spoke with David Held about signage that the Recycle District wants to post by the recycle bins.  The recycle bins at St. Clements Church are supposed to be removed.

 

The restrooms in Village Hall are now open.  When the new trunk line was put in at the sewer plant, it was not tied into Village Hall. 

 

The Street Department is picking up leaves in the Village. 

 

ADMINISTRATOR

Mr. Smith asked about having a tree trimmed at the intersection of Fohl Street and Ryan Ridge.  Lastly, street paving bids will be opened on November 17, 2022. 

 

MISCELLANEOUS

Molly Lehman said Coffee with the Council flyers have been distributed around the Village.  She invited the Township Trustees and the Government teacher at Fairless High School.  She also said she has started drafting the Welcome to Navarre Business Guide.  She will be attending the VONBA Meeting tomorrow for more input.  She plans to take a tour of the Waste Water Treatment Plant on Thursday at 3:30 pm.

 Mr. Smith mentioned Trick-or-Treat is scheduled for October 27, 2022 from 6-7pm.  He also said he would like to schedule a Finance Committee Meeting. 

  BILLS AND CLAIMS

Mr. Smith moved to approve bills and claims in the amount of $47,301.18.  Mr. Kammer seconded.  Kammer yes, Cline yes, Lehman yes, Smith yes.  Four yes votes.  Bills and claims approved.
