Session 2, January 17, 2022

 

Mayor Robert Benson called the 2nd Regular Session of Council to order on Monday, January 17, 2022.  Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance.  This public meeting is being recorded.  Members answering roll call were Abby Gallion, Joseph Kammer, Justin Cline, Derek Netzly and Josh Smith. Daniel Rouse was excused from the meeting. Also attending the meeting were Clerk-Treasurer Anne Johnson, Village Solicitor Attorney Terry Seeberger, Navarre Police Chief Chad Shetler, Erie Valley Fire and Rescue Chief Rick Annen and resident Robert Ludwig.

Mr. Netzly moved to approve the minutes of the 1st Regular Session of Council held on January 3, 2022.  Mr. Cline seconded.  Gallion yes, Kammer yes, Cline yes, Smith yes, Netzly yes.  Five yes votes.  Minutes approved.

 SAFETY POLICE

Navarre Police Chief Chad Shetler reviewed the year end police report.  He advised he is still waiting on getting the new cruiser purchased last year assembled and on the road. 

SAFETY FIRE

Erie Valley Fire and Rescue Chief Rick Annen reviewed the year end fire report.  There were 1134 runs for the year, which is the most yet for a single year.

FINANCE

Clerk-Treasurer Anne Johnson gave council a copy of today’s check register and the bills and claims.  She mentioned the upcoming Stark County Law Seminar and thanked the Street Department for their work.  They were out all night last night and spent all day today responding to residents with alley problems.

SOLICITOR

Village Solicitor Attorney Terry Seeberger stated the Village has been using the Massillon Law Department for prosecutor services.  We received a draft for a new agreement for 2022.  Mr. Netzly motioned for Attorney Terry Seeberger to prepare a resolution for same.  Mr. Smith seconded.  Gallion yes, Kammer yes, Cline yes, Smith yes, Netzly yes.  Five yes votes.  Motion carried.

 Attorney Terry Seeberger advised he would like to schedule a Zoning and Development Program Meeting for an upcoming Saturday for the Council members.  After discussion, it was determined the meeting will be scheduled for Saturday, March 12, 2022 at 8:30 am.

 Attorney Terry Seeberger explained that Hendrickson received a property tax abatement for a period of ten years.  He said he will prepare a resolution for the next council meeting that will authorize payment to Perry Local School District for the withholding taxes that were received from Hendrickson.

 Attorney Terry Seeberger remarked there is problem with the sign at 9 Canal Street East, which was brought to his attention by Village Zoning Inspector Jim Neely.  Repairs are still in need for the building.  There are two people residing in the building, which is a fire safety concern.

Mr. Netzly voiced concern over the properties that notices have been mailed to.  Police Chief Chad Shetler reminded that police do not charge for property code violations.  It was then determined that the Village will move forward with these properties through utilization of the Massillon Prosecutor and Navarre Zoning Inspector Jim Neely.

MAYOR

Mayor Robert Benson stated the Tax Incentive Review Appointments made were Anne Johnson and Pat Winkhart.   He advised a council member will need to be appointed to replace Pat Winkhart.  Ms. Gallion said she would do it.

 Mayor Robert Benson reported there was a meeting with our engineer and Stark County Commissioner Bill Smith to review the plans for the Waste Water Treatment Plant Expansion.

MISCELLANEOUS

Mr. Cline said he received an email from Township Trustee Jim Urbach regarding a joint grant with Bethlehem Township for the Navarre-Bethlehem Park to get cement fixed on the walkways; a resolution will be needed from the Village.

 Mr. Netzly reviewed the minutes from the Finance Committee Meeting held on January 10, 2022. 

BILLS AND CLAIMS

Mr. Netzly moved to approve bills and claims in the amount of $44,595.49.  Mr. Smith seconded.  Gallion yes, Kammer yes, Cline yes, Smith yes, Netzly yes.  Five yes votes.  Bills and claims approved.
