Session 5, March 5, 2018
Mayor Robert Benson called the 5th Regular Session of Council to order on Monday, March 5, 2018.  The Utilities Committee met prior to the council meeting.  Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance.  Members answering roll call were Daniel Rouse, Robin Keith, Randy Hattery, Don Berkey and Pat Winkhart.  Derek Netzly was excused.  Also attending the meeting were Clerk-Treasurer Anne Johnson, Village Administrator Zach Wisselgren, Navarre Police Captain Jason Fisher and Navarre Village Solicitor Attorney Terry Seeberger. Ms. Keith moved to approve the minutes of the 4th Regular Session of Council held on February 20, 2018.  Ms. Winkhart seconded.  Rouse yes, Keith yes, Hattery yes, Berkey yes, Winkhart yes.  Five yes votes.  Minutes approved.

SAFETY POLICE

Navarre Police Captain Jason Fisher distributed the monthly report to council.

Captain Fisher and council discussed parking, stop signs, junk vehicles and the speed sign.

FINANCE

Clerk-Treasurer Anne Johnson distributed a copy of the February financial statements and a copy of today’s check register.

SOLICITOR

Village Solicitor Attorney Terry Seeberger prepared a draft ordinance for the Administrator to advertise for collection of residential garbage, rubbish and recyclables for Council’s review.  The ordinance is in the formative stages.  

ORDINANCES AND RESOLUTIONS

Ordinance 2-2018, an ordinance of permanent appropriations was given a third and final reading.  Ms. Winkhart offered, Mr. Berkey seconded Ordinance 2-2018 be placed in final passage.  Rouse yes, Keith yes, Hattery yes, Berkey yes, Winkhart yes.  Five yes votes.  Motion carried.  Ordinance 2-2018 duly adopted.

Ordinance 4-2018, an ordinance establishing water service rates.  Mr. Hattery moved to accept Ordinance 4-2018.  Ms. Keith seconded.  Rouse yes, Keith yes, Hattery yes, Berkey nay, Winkhart yes.  Four yes votes.  One nay vote.  Motion carried.  The first reading was given.  

Ordinance 5-2018, an ordinance amending Village Pay Ordinance 16-2017, to be passed as an emergency.  Ms. Winkhart offered and moved to accept Ordinance 5-2018 and declared same to be an emergency.  Mr. Berkey seconded.  Rouse yes, Keith yes, Hattery yes, Berkey yes, Winkhart yes.  Five yes votes.  Motion carried.  Ordinance accepted. 

Ordinance 5-2018, Mr. Berkey moved, Ms. Keith seconded rules requiring three separate readings of Ordinance 5-2018 be suspended.  Rouse yes, Keith yes, Hattery yes, Berkey yes, Winkhart yes.  Five yes votes.  Rules requiring three separate readings suspended.

MAYOR

Mayor Robert Benson explained the need for Ordinance 5-2018, which would amend the Village Pay Ordinance 16-2017.

Mayor Benson reported he will replace the current Cemetery Sexton with the appointment of Jim Urbach and requests council’s consent.  Rouse yes, Keith yes, Hattery yes, Berkey yes, Winkhart yes.  Five yes votes.  Appointment carried.

Mayor Benson advised Bethlehem Township Trustee Jim Urbach is requesting to use the extra $800 received for tree work for the purchase of a chipper.  Ms. Keith motioned.  Mr. Berkey seconded the purchase of a chipper to be made with the extra $800 received from tree work.  Rouse yes, Keith yes, Hattery yes, Berkey yes, Winkhart yes.  Five yes votes.  Motion carried.    

STREETS AND ALLEYS

The yard waste pit at the Waste Water Treatment Plant is open Monday – Friday from 7:30am to 3pm and weekends and holidays from 8:30 am to 11am.

The Street Department has patched many potholes throughout the village.

The 2018 street sweeping dates are scheduled.

The Street Committee has designated $50,000 maximum to paving a street this year.

UTILITIES

The new alarm system has been updated at the Waste Water Treatment Plant.

The fire hydrant on Ohio Street and Sisterhen has been run over by a truck.  The stem that controls the opening and closing was bent.

Water Plant Expansion Project:  Filter #1 has been put back into service.  Filter #2 is now being replaced.

Village Administrator Zach Wisselgren discussed Ordinance 4-2018, the water fund and loan repayment schedule.  He proposed a debt reduction fee to be used only towards the loan payment.  (802 customers x $10 x 12 months + $96,240).  He also suggested increasing the water rates for larger users.  There will be no new employees for the water department.  Total Loan $2,981,000.00; Total Grant $2,437,000.00.    

MISCELLANEOUS

Mr. Berkey stated he feels the first reading of Ordinance 4-2018 should not have been before the next council meeting.

Mayor Benson advised he will post information regarding Ordinance 4-2018 on the website.

Village Administrator Zack Wisselgren would like to put out a request for bids to have one company for trash pickup.  This would save the residents money and promote recycling.  Residents would have the opportunity to opt out.  The Utility Committee needs to review.

Ms. Keith would like the water rate proposal on the Civic Center sign.

Attorney Terry Seeberger advised the park survey map is to be filed with the county along with the annexation petition.  When the annexation is complete, the police can patrol the park.

The Planning Commission is to approve the map for the expansion of the Erie Valley Fire Station on March 13th at 6:00 pm.

Mr. Rouse advised there will be an organizational Park Board meeting on March 8th at 6:15 pm at the township hall.  One topic to be discussed is a seasonal employee.

Ms. Keith moved to approve bills and claims in the amount of $168,526.90.  Mr. Hattery seconded.  Rouse yes, Keith yes, Hattery yes, Berkey yes, Winkhart yes.  Five yes votes.  Bills and claims approved.
