Session 3, February 5, 2018

Mayor Robert Benson called the 3nd Regular Session of Council to order on Monday, February 5, 2018.  Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance.  Members answering roll call were Daniel Rouse, Robin Keith, Randy Hattery, Don Berkey and Pat Winkhart.  Derek Netzly was excused.  Also attending the meeting were Clerk-Treasurer Anne Johnson, Village Administrator Jeff Seward, Navarre Police Captain Jason Fisher, Village Solicitor Attorney Terry Seeberger, Navarre Water Superintendent Zach Wisselgren and Sabrina Hattery.  Ms. Winkhart moved to approve the minutes of the 2nd Regular Session of Council held on January 22, 2018.  Ms. Keith seconded.  Rouse yes, Keith yes, Hattery yes, Berkey yes, Winkhart yes.  Five yes votes.  Minutes approved.
 

SAFETY POLICE

Police Captain Jason Fisher distributed and reviewed the January police report to council.

Captain Fisher reported that Nickles trucks were blocked by parked cars from the Canal Street Pub traffic.  He advised the Street Committee to review.  He suggested painting the curbs yellow for the loading zone and using 15 minute parking signs.  

Captain Fisher stated he received a letter of appreciation from the Testicular Cancer Society for the donation from the police department.

Captain Fisher reported that burglaries have recently picked up.

SOLICITOR

Village Solicitor Attorney Terry Seeberger announced that he brought the milar showing an unimproved alley that will need vacated for the fire district’s expansion plans.

FINANCE

Clerk-Treasurer Anne Johnson distributed a copy of the January financial statements and a copy of today’s check register.

Clerk-Treasurer Anne Johnson explained to council how collected income tax money is distributed in the appropriations.

ORDINANCES AND RESOLUTIONS

Ordinance 2-2018, an ordinance of permanent appropriations.  Ms. Winkhart moved to accept Ordinance 2-2018.  Mr. Rouse seconded.  Rouse yes, Keith yes, Hattery yes, Berkey yes, Winkhart yes.  Five yes votes.  Motion carried.  The first reading was given.

Ordinance 18-2017, an ordinance formalizing the Navarre-Bethlehem Community Park Board and Navarre Park Board was tabled on the third reading on January 8, 2018.  Ms. Winkhart motioned, Ms. Keith seconded to take it off the table.  Rouse yes, Keith yes, Hattery yes, Berkey yes, Winkhart yes.  Five yes votes.  Motion carried.  Ordinance removed from table.

Ordinance 18-2017, an ordinance formalizing the Navarre-Bethlehem Community Park Board and Navarre Park Board was given a third and final reading.  Mr. Rouse moved.  Mr. Hattery seconded final passage of Ordinance 18-2017.  Rouse yes, Keith yes, Hattery yes, Berkey yes, Winkhart yes.  Five yes votes.  Ordinance 18-2017 duly adopted.

MAYOR

Mayor Robert Benson informed council that we are in the process of installing fiber and new equipment for our phone service and internet with MCTV.

Mayor Benson stated Coffee with a Cop will be tomorrow night at Anderson’s with Officer Matt Amendola.

Mayor Benson advised the Stark County Health Board Meeting will be March 1, 2018 at 7:00 am.  Ms. Winkhart will attend on behalf of the Village of Navarre.

Mayor Benson advised the next council meeting is scheduled for February 19, which is President’s day.  He suggested moving the meeting to February 20, 2018.  Mr. Berkey motioned, Ms. Keith seconded moving the meeting to February 20, 2018.  Rouse yes, Keith yes, Hattery yes, Berkey yes, Winkhart yes.  Five yes votes.  Meeting moved to February 20, 2018 at 7:00pm.

UTILITIES

Village Administrator Jeff Seward offered his resignation letter to council as Administrator and Wastewater Superintendent effective February 2, 2018.  He encouraged council to become more active to help legislate and get things done.

Mayor Benson requested council to make a motion to accept the resignation.  Ms. Winkhart motioned, Mr. Hattery seconded to accept Jeff Seward’s resignation.  Rouse yes, Keith yes, Hattery yes, Berkey yes, Winkhart yes.  Five yes votes.

Mayor Benson informed council that Zach Wisselgren is the acting administrator.

Acting Village Administrator Zach Wisselgren updated council about the progress of the Water Plant Expansion Project.  He advised there were problems with the filters that came in.  Some pipe that was to be delivered did not come in.  He reported that there is a lot of electrical work to be done and that the water pressure is to increase by twenty pounds when the project is done.

MISCELLANEOUS

Ms. Winkhart reported that the Stark Civic Group is holding a meeting for elected officials to discuss a comprehensive plan on Tuesday, February 20th from 8-10:00 am at the Massillon Recreation Center.

BILLS AND CLAIMS

Ms. Keith moved to approve bills and claims in the amount of $73,384.79.  Mr. Hattery seconded.  Rouse yes, Keith yes, Hattery yes, Berkey yes, Winkhart yes.  Five yes votes.  Bills and claims approved.

Mr. Berkey moved.  Ms. Keith seconded to adjourn the meeting.  Rouse yes, Keith yes, Hattery yes, Berkey yes, Winkhart yes.  Five yes votes.  Meeting adjourned.
