Session 24, December 17, 2018
Mayor Robert Benson called the 24th Regular Session of Council to order on Monday, December 17, 2018. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Derek Netzly, Daniel Rouse, Robin Keith, Randy Hattery, Don Berkey and Pat Winkhart. Also attending the meeting were Clerk-Treasurer Anne Johnson, Navarre Village Solicitor Attorney Terry Seeberger, Navarre Police Chief Dennis Albaugh, Erie Valley Fire Chief Rick Annen, Zoning Inspector Jim Neely, Independent Reporter Arezov Vakili, Village of Navarre Business Association members Adam Marcelli, Latecia Sukosd and Michelle Ward, Navarre Village Mobile Home Park residents Carol Davis and Bonnie Omspacker.
Mr. Netzly moved to approve the minutes of the 23rd Regular Session of Council held on December 3, 2018. Ms. Winkhart seconded. Netzly yes, Keith yes, Hattery yes, Berkey yes, Winkhart yes. Five yes votes. Mr. Rouse abstained. Minutes approved. PUBLIC PARTICIPATION Ms. Carol Davis, resident of the Navarre Village Mobile Home Park stated that residents would like to have the Navarre Police patrol the Park. Mayor Benson informed her that Navarre Village Mobile Home Park is not within the jurisdiction of Navarre Police Department and that all incidents should be reported to the Stark County Sheriff’s Department. SAFETY FIRE Chief Rick Annen reviewed the monthly report with Council. He reported a total of 800 calls this year and work is being done on the addition. FINANCE Clerk-Treasurer Anne Johnson gave council a copy of today’s check register and the bills and claims. ORDINANCE AND RESOLUTIONS Ordinance 21-2018, an ordinance permitting Navarre-Bethlehem Community Park Board to appoint two members to the board, as opposed to the appointment of one member. Mr. Netzly motioned to accept Ordinance 21-2018. Ms. Keith seconded. Netzly yes, Rouse yes, Keith yes, Hattery yes, Berkey no, Winkhart yes. Five yes votes. Motion Carried. The first reading was given. Ordinance 22-2018, an ordinance permitting a .25% income tax increase, dedicated to street and alley maintenance and improvements within the Village corporation limits, to be placed on ballot, was given a third and final reading. Ms. Winkhart motioned to accept Ordinance 22-2018. Mr. Netzly seconded. Netzly yes, Rouse yes, Keith yes, Hattery yes, Berkey yes, Winkhart yes. Six yes votes. Motion Carried. Ordinance 22-2018 duly adopted. Ordinance 23-2018, an ordinance regulating Itinerant Retailers, amending Ordinance 10-218 and Regulations 112.14, 112.15 and 112.99 and creating new Regulation 11.19 was given a second reading by title only. Ordinance 24-2018, an ordinance regulating the use of the Village streets and alleys by heavy vehicles and hours of operation of collectors and haulers of solid waste, was given a second reading by title only. Ordinance 25-2018, an ordinance authorizing the Clerk-Treasurer to transfer funds within the various authorized categories, to be passed as an emergency. Mr. Netzly offered and moved to accept Ordinance 25-2018 and declared same to be an emergency. Ms. Winkhart seconded. Netzly yes, Rouse yes, Keith yes, Hattery yes, Berkey yes, Winkhart yes. Resolution 2018-17, a resolution authorizing Village Council to place .25% income tax increase on the ballot, in direct response to passage of Ordinance 22-2018. MAYOR Mayor Robert Benson requested Council to appoint Jim Savage as the Navarre resident representative on the Navarre Bethlehem Township Joint Fire District for the term January 1, 2019 through December 31, 2020. STREETS AND ALLEYS The yard waste pit at the Waste Water Treatment Plant is open Monday – Friday from 7:30am to 3pm, weekends and holidays from 8:30 am to 11am. The Street Department fixed the storm sewer on Basin Street. UTILITIES A water leak was fixed on Bonsel Street. A sewer tap was completed on Ohio Street for the new fire station. MISCELLANEOUS Mr. Netzly motioned to appoint Liz Urbach as the Navarre resident representative for the Navarre-Bethlehem Park Board for a term of two years. Mr. Berkey seconded. Netzly yes, Rouse yes, Keith yes, Hattery yes, Berkey yes, Winkhart yes. Six yes votes. Motion carried. Mr. Hattery reported that Tim Durant is working on tearing down the house on Market Street. Mr. Hattery advised a branch on Park Street, near the railroad tracks, that needs taken down. Mr. Hattery stated he received a complaint about the alley by John Jogerst’s house. Complainant advised the alley is washed out. BILLS AND CLAIMS Mr. Netzly moved to approve bills and claims in the amount of $153,204.60. Ms. Keith seconded.
