Mayor Robert Benson called the 15th Regular Session of Council to order on Monday, August 6, 2018. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Daniel Rouse, Robin Keith, Randy Hattery, Don Berkey and Pat Winkhart. Derek Netzly was excused from the meeting. Also attending the meeting were Clerk-Treasurer Anne Johnson, Navarre Village Solicitor Attorney Terry Seeberger, Village Administrator Zachary Wisselgren, Navarre Police Detective Jason Fisher, Zoning Inspector Jim Neely, Independent Reporter Arezov Vakili, William Burtt, Pat Rhodes, Todd Tusing, Sabrina Hattery, Steve Ottiger and Mary Ottiger.
Ms. Keith moved to approve the minutes of the 14th Regular Session of Council held on July 16, 2018. Ms. Winkhart seconded. Rouse yes, Keith yes, Hattery yes, Berkey yes, Winkhart yes. Five yes votes. Minutes approved.
PUBLIC PARTICIPATION
Day Avenue residents William Burtt and Pat Rhodes would like to have access to the Day Avenue property that the Village owns. They would like to use the property to ride horses, hunt and bale hay. In return, they would maintain the property. Village Solicitor Attorney Terry Seeberger advised he will create an agreement.
Steve and Mary Ottiger expressed their happiness with Bailey for trash service. They do not want to make a change in service. They also reported that construction trucks are using Keeferview to access a dump site in the trailer park.
Mayor Benson reported that Ray Gallagher is against having an exclusive trash carrier.
Todd Tusing spoke to council about an Eagle Scout project he would like to do. Ms. Winkhart motioned to allow him to work on the signs and landscape at the gully fields. Ms. Keith seconded. Rouse yes, Keith yes, Hattery yes, Berkey yes, Winkhart yes. Five yes votes. Motion carried.
SAFETY POLICE
Navarre Police Detective Jason Fisher reviewed the monthly police report with council.
Detective Jason Fisher reported the National Night out is tomorrow night at the Massillon Target.
FINANCE
Clerk-Treasurer Anne Johnson gave council a copy of today’s check register, the bills and claims and July financial statements.
SOLICITOR
Village Solicitor Attorney Terry Seeberger reviewed the two ordinances and three resolutions before council.
Attorney Terry Seeberger reported the annexation is complete and recorded for the Navarre-Bethlehem Park. The Navarre Police Department now has jurisdiction.
Attorney Terry Seeberger advised there were two board of zoning appeals meetings. One meeting authorized the re-use of the former Phat Rabbit for commercial use. The second meeting was in regards to the setback requirements for the fire department’s expansion plans.
ORDINANCE AND RESOLUTIONS
Resolution 2018-7, a resolution authorizing the Village Administrator to enter into a maintenance agreement with Stark County. Ms. Winkhart moved, Mr. Berkey seconded to accept Resolution 2018-7. Rouse yes, Keith yes, Hattery yes, Berkey yes, Winkhart yes. Five yes votes. Resolution 2018-7 accepted.
Resolution 2018-8, a resolution approving Stark-Tuscarawas-Wayne Joint Solid Waste Management District amended draft plan. Ms. Winkhart moved, Mr. Rouse seconded to accept Resolution 2018-8. Rouse yes, Keith yes, Hattery yes, Berkey yes, Winkhart yes. Five yes votes. Resolution 2018-8 accepted.
Resolution 2018-9, a resolution approving action against AT&T with respect to disputed sum. Mr. Berkey moved, Mr. Rouse seconded to accept Resolution 2018-9. Rouse yes, Keith yes, Hattery yes, Berkey yes, Winkhart yes. Five yes votes. Resolution 2018-9 accepted.
Ordinance 14-2018, an ordinance amending Municipal Regulations 151.70 and 153.22, to be passed as an emergency. STREETS AND ALLEYS
The yard waste pit at the Waste Water Treatment Plant is open Monday – Friday from 7:30am to 3pm and weekends and holidays from 8:30 am to 11am.
The Street Department needs to get concrete to finish the Fire Department catch basin and add a new slab in front of Village Hall.
The Street Department is compiling a list of asphalt patching.
Village Administrator Zachary Wisselgren would like to have a Finance Committee meeting in September to discuss income tax.
UTILITIES
Dustin Taylor is working on the NDPES permit for the EPA due every three years for the Waste Water Treatment Plant.
The Water Department is currently working on the water line on Sisterhen Street, with the help of the Street Department and Sewer Department.
Bids for trash service will be opened this Friday, August 10th at 11:00 am.
MISCELLANEOUS
Mosquito spraying will be tomorrow night, August 7, 2018.
Mr. Rouse reported that Jim Thompson’s bank is eroding by the railroad tracks.
Mr. Hattery requested a cinder walking path at Pocahontas Park and the request was sent to the Parks Committee. We lease the property from the railroad.
Mr. Hattery also asked about the bridge in the park. He advised it needs rebuilt. Village Administrator Zachary Wisselgren noted it would be cheaper to have the village employees take it down.
Mr. Berkey said his wife is thankful for the extra limb pickup.
Ms. Winkhart mentioned that the Stark County Council of Governments is offering an Ethics Law Seminar.
Mayor Benson reported that tomorrow is Election Day.
