Sesson 1, January 8, 2018

President Pro Temp Pat Winkhart called the 1st Regular Session of Council to order on Monday, January 8, 2018. Pat Winkhart began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Derek Netzly, Daniel Rouse, Robin Keith, Randy Hattery and Don Berkey. Also attending the meeting were Clerk-Treasurer Anne Johnson, Village Administrator Jeff Seward, Police Captain Jason Fisher, Patrolman Matt Amendola and Village Solicitor Attorney Terry Seeberger.

On the first order of business President Pro Temp Pat Winkhart requested nominations for President Pro Temp for 2018. Ms. Keith nominated Pat Winkhart for President Pro Temp for 2018. Mr. Hattery seconded. Mr. Berkey moved to close the nominations. Mr. Netzly seconded. Netzly yes, Rouse yes, Keith yes, Hattery yes, Berkey yes, Winkhart yes. Six yes votes. Nominations closed.

 Mr. Berkey moved, Mr. Netzly seconded to elect Pat Winkhart President Pro Temp. Netzly yes, Rouse yes, Keith yes, Hattery yes, Berkey yes, Winkhart yes. Six yes votes. Pat Winkhart voted President Pro Temp for 2018.

 Mr. Netzly moved, Mr. Rouse seconded to approve Council Rules for 2018. Netzly yes, Rouse yes, Keith yes, Hattery yes, Berkey yes, Winkhart yes. Six yes votes. Motion carried. Council Rules for 2018 approved.

 Mr. Netzly moved to approve the minutes of the 21st Regular Session of Council held on December 18, 2017. Ms. Keith seconded. Netzly yes, Rouse yes, Keith yes, Hattery yes, Berkey yes, Winkhart yes. Six yes votes. Minutes approved.

SAFETY POLICE

Navarre Police Department Captain Jason Fisher presented the yearly police report along with the monthly report to council.

Police Chief Dennis Albaugh requested the appointment of the following officers to the Navarre Police Department Auxiliary Unit for 2018: Patrolman Robert Durben, Dan Kirby, Joshua Barrick, Jason Crawford and Jordan Starcher. Ms. Winkhart appointed them to the Navarre Auxiliary Police Unit and requested council’s consent. Netzly yes, Rouse yes, Keith yes, Hattery yes, Berkey yes. Five yes votes. Consent given.

Patrolman Matt Amendola announced the next Coffee with a Cop will he February 6, 2018 at 6:00 PM at Anderson’s.

FINANCE

Clerk-Treasurer Anne Johnson gave council a copy of today’s check register.

ORDINANCES AND RESOLUTIONS

Ordinance 18-2017, an ordinance formalizing the Navarre-Bethlehem Community Park Board and Navarre Park Board, was given a third and final reading. Mr. moved to table the Ordinance per Mayor Benson’s request. Ms. Keith seconded. Netzly yes, Rouse yes, Keith yes, Hattery yes, Berkey yes. Five yes votes. Ordinance 18-2017 tabled.

Ordinance 1-2018, an amending Navarre Parking Regulation 76.04 and adding language from the state code, to be passed as an emergency. Mr. Netzly offered and moved to accept Ordinance 1-2018 and declared same to be an emergency. Mr. Hattery seconded. Netzly yes, Rouse yes, Keith yes, Hattery yes, Berkey yes. Five yes Motion carried. Ordinance 1-2018 accepted.

MAYOR

Mayor Robert Benson made the following appointments for 2018 and requested council’s consent.

With the advice of Council, Ray Gallaher as Navarre Zoning Inspector/Property Maintenance Officer for 2018. Netzly yes, Rouse yes, Keith yes, Hattery yes, Berkey yes. Five yes votes. Consent given.

The new Erie Valley Fire and Rescue 16 hour a day schedule will start on January 8, 2018.

Mayor Benson prepared proclamation proclaiming January 21-27 as 2018 School Choice Week.

STREETS AND ALLEYS

The yard waste pit at the Waste Water Treatment Plant is open Monday – Friday from 7:30am to 3pm and weekends and holidays from 8:30 am to 11am.

Brush pick-up has concluded for the year so yard waste, limbs and bushes should be taken to the dumpster at the Waste Water Treatment Plant until pick-up resumes in April 2018.

Christmas tree pick-up ends on January 19, 2018. Please place trees in the tree lawn and call Village Hall to be put on the list.

The final bill for the Market Street project was signed by the contractor, Village Engineer and the Administrator and will be paid since the change order prices have been agreed upon.

UTILITIES

Return pump #2 at the Waste Water Treatment Plant was taken in for repairs.

Ice build-up is causing several problems at the Waste Water Treatment Plant.

The #3 filter at the Water Treatment Plant sprung a leak and needed to be repaired.

Water Plant Expansion Project: Work continues at the Water Treatment Plant site. The work at the tower site will be finished when the additions at the Water Treatment Plant are ready to switch over, looking at April.

A preliminary Utilities Committee Meeting to be attended by Ms. Winkhart, Ms. Keith and Mr. Rouse will be held on January 22, 2018 at 6:30 pm. A Council of the Whole meeting will follow at a later date.

MISCELLANEOUS

The next monthly department head meeting with the mayor will be held Wednesday, January 17, 2018 at 9:30 am.

Several annual reports are coming due during the first three months of the year.

Village Administrator Jeff Seward gave thanks to employees for their work in extreme weather conditions.
