Session 6, March 19, 2018

Mayor Robert Benson called the 6th Regular Session of Council to order on Monday, March 19, 2018.  The Street Committee and Utilities Committee met prior to the council meeting.  Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance.  Members answering roll call were Derek Netzly, Daniel Rouse, Robin Keith, Randy Hattery, Don Berkey and Pat Winkhart.  Also attending the meeting were Clerk-Treasurer Anne Johnson, Village Administrator Zach Wisselgren, Navarre Village Solicitor Attorney Terry Seeberger, Michelle Williams of Erie Valley Fire and Rescue, Heather Hickey of Erie Valley Fire and Rescue, Tim Short Sr, Tim Short Jr, Jim Neely and Sabrina Hattery.  Ms. Winkhart moved to approve the minutes of the 5th Regular Session of Council held on March 5, 2018.  Mr. Berkey seconded.  Rouse yes, Keith yes, Hattery yes, Berkey yes, Winkhart yes.  Five yes votes.  Mr. Netzly abstained.   Minutes approved.

SAFETY FIRE

Michelle Williams and Heather Hickey of Erie Valley Fire and Rescue distributed the monthly report to council.  It was reported that the fire station is now manned seven days a week from 5:00 am to 9:00 pm.  Three people are on call during the night.

FINANCE

Clerk-Treasurer Anne Johnson distributed a copy of today’s check register.

SOLICITOR

Village Solicitor Attorney Terry Seeberger created specifications for the collection of garbage using examples from North Canton and Strasburg.  

Terry Seeberger reported he is waiting on the map for the park annexation application.

Terry Seeberger advised an application was received for a skill based games business.  It will need to go through Zoning, Board of Appeals, Planning Commission and Council.  

There will be a Planning Commission hearing on the license application on April 24th at 6:00 pm.

Terry Seeberger reported by the end of April, Erie Valley Fire and Rescue will own the re-plat that was previously approved.  An alley will need to be vacated.

ORDINANCES AND RESOLUTIONS

Ordinance 4-2018, an ordinance establishing water service rates was given a second reading by title only. 

Ordinance 6-2018, an ordinance approving re-plat, to be passed as an emergency.  Ms. Winkhart offered and moved to accept Ordinance 6-2018 and declared same to be an emergency.  Mr. Berkey seconded.  Netzly yes, Rouse yes, Keith yes, Hattery yes, Berkey yes, Winkhart yes.  Six yes votes.  Motion carried.  Ordinance accepted. 

Ordinance 6-2018, Mr. Berkey moved, Mr. Netzly seconded rules requiring three separate readings of Ordinance 6-2018 be suspended.  Netzly yes, Rouse yes, Keith yes, Hattery yes, Berkey yes, Winkhart yes.  Six yes votes.  Rules requiring three separate readings suspended.

Ordinance 6-2018, Ms. Winkhart moved, Ms. Keith seconded Ordinance 6-2018 be placed in final passage.  Netzly yes, Rouse yes, Keith yes, Hattery yes, Berkey yes, Winkhart yes.  Six yes votes.  Ordinance 6-2018 duly adopted.

Ordinance 7-2018, an ordinance authorizing the Village Administrator to advertise for bids for collection of the village residential trash service for a three year period.  Ms. Winkhart moved to accept Ordinance 7-2018.  Mr. Rouse seconded.  Netzly yes, Rouse yes, Keith yes, Hattery yes, Berkey yes, Winkhart yes.  Six yes votes.  Motion carried.  The first reading was given.  


MAYOR

Mayor Robert Benson reported the Tree Committee, made up of Robin Keith, Randy Hattery and Don Berkey are welcome to attend the 34th annual Tree City USA convention to be held April 24, 2018 at 8:30 am at the John C. Meyers Convocation Center at 638 Jefferson Street in Ashland.  

Mayor Benson advised Navarre’s 1913 antique fire truck has been donated to the Navarre-Bethlehem Township Historical Society and is being restored, but Navarre will house.    The insurance rate will increase from $81.00 per year to $162.00 per year.  Mayor Benson requested council’s approval by motion.  Mr. Netzly motioned to approve the increase, Ms. Winkhart seconded.  Netzly yes, Rouse yes, Keith yes, Hattery yes, Berkey yes, Winkhart yes.  Six yes votes.  Motion carried.

Mayor Benson requested a motion from council for the name of a person to appoint as the Navarre Zoning Inspector; replacing Ray Gallaher who is resigning from the position.  Council has two applicants for the position.  Applications were received from Jim Neely and Matthew Schley.  Council liked the idea of having a local person to do the job.  Mr. Netzly motioned to appoint Jim Neely as the Zoning Inspector and Property Maintenance Officer.  Mr. Hattery seconded.  Netzly yes, Rouse yes, Keith yes, Hattery yes, Berkey yes, Winkhart yes.  Six yes votes.  Motion carried.  Mayor Benson appointed Jim Neely to the position of Navarre Zoning Inspector.

STREETS AND ALLEYS

The yard waste pit at the Waste Water Treatment Plant is open Monday – Friday from 7:30am to 3pm and weekends and holidays from 8:30 am to 11am.

Banners are currently being washed.  The holiday banners will be switched out when normal banners are done being washed.

Tree limb pick-up begins April 2nd and will continue on the first and third Mondays of each month until leaf pick-up starts in the fall.

UTILITIES

The heater in the chlorine room at the Waste Water Treatment Plant has been replaced.

The clarifiers and contact tanks have been cleaned at the Waste Water Treatment Plant.

The water service at the Catholic Cemetery has been fixed.

Water meters are currently being read.

Filter #3 has been removed and the new filter has been moved into its place.  New additional filters #4 and #5 have also been set in the building.

Notices will be sent out to customers regarding an increase in the water pressure and the reduction charge.

The brown water today was caused by a problem with the backwash process.

The construction progress at the Water Treatment Plant was explained.

MISCELLANEOUS

Mr. Rouse reported that estimates were received at the Park Board Meeting on getting the park cleaned up.  Council did not take any action.

The Village representative for the Park Board has resigned.  Ms. Winkhart motioned to name Nancy Berkey, replacing Gary Wilson.  Ms. Keith seconded.  Netzly yes, Rouse yes, Keith yes, Hattery yes, Berkey yes, Winkhart yes.  Six yes votes.  Motion carried.

Ms. Keith advised she has received complaints about excessive salt on the roads.

Mr. Hattery stated the Tree Committee needs to meet to discuss the removal of a tree at St. Paul’s Church and to discuss other requests.

Mr. Berkey reported he has received complaints about a couch that has been sitting out on Wooster Street for two weeks.

Ms. Winkhart advised the Street Committee met and Zach Wisselgren will get pricing on the recommendations that were made.

BILLS AND CLAIMS

Mr. Netzly moved to approve bills and claims in the amount of $43,331.60.  Ms. Keith seconded.  Netzly yes, Rouse yes, Keith yes, Hattery yes, Berkey yes, Winkhart yes.  Six yes votes.  Bills and claims approved.
