Session 21, November 5, 2018
Mayor Robert Benson called the 21st Regular Session of Council to order on Monday, November 5, 2018. Council of the Whole met at 6:30 pm, prior to the Council Meeting. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Derek Netzly, Robin Keith, Randy Hattery, Don Berkey and Pat Winkhart. Daniel Rouse was excused from the meeting. Also attending the meeting were Clerk-Treasurer Anne Johnson, Navarre Village Solicitor Attorney Terry Seeberger, Village Administrator Zachary Wisselgren, Navarre Police Chief Dennis Albaugh, Alivia Albaugh, Zoning Inspector Jim Neely, Independent Reporter Arezov Vakili and resident Tim Cotton.
Ms. Winkhart moved to approve the minutes of the 20th Regular Session of Council held on October 15, 2018. Mr. Hattery seconded. Netzly yes, Keith yes, Hattery yes, Berkey yes, Winkhart yes. Five yes votes. Minutes approved. PUBLIC PARTICIPATION Tim Cotton spoke to council about the cost of street repairs, income tax and municipal bonds. SAFETY POLICE Police Chief Dennis Albaugh distributed and reviewed the monthly report to council. Police Chief Dennis Albaugh reported two recent attempted burglaries. Police Chief Dennis Albaugh stated he received a letter commending Patrolman Bertman. Police Chief Dennis Albaugh reviewed speed sign reports. Police Chief Dennis Albaugh reported taser and pepper spray recertification has been completed. Police Chief Dennis Albaugh advised he is working with Latecia Sukosd on the parade line up. Police Chief Dennis Albaugh said he is looking into security cameras at Main Street/Canal Street and Rochester Square. Police Chief Dennis Albaugh disclosed that Detective Fisher intercepted a scam payment of $5000 at Huntington Bank. FINANCE Clerk-Treasurer Anne Johnson gave council a copy of today’s check register, October Financial statements and the bills and claims. SOLICITOR Village Solicitor Attorney Terry Seeberger reported that PNC Bank wants to give us a limited warranty deed and that PNC Bank needs us to do a title search on the property. Attorney Terry Seeberger advised that a scheduling conference was done by telephone today with the Magistrate in regards to the AT&T lawsuit. ORDINANCE AND RESOLUTIONS Resolution 2018-15, a resolution authorizing the sale of public property on Day Avenue by public auction. Mr. Netzly moved, Ms. Winkhart seconded to accept Resolution 2018-15. Netzly yes, Keith yes, Hattery yes, Berkey yes, Winkhart yes. Five yes votes. Resolution 2018-15 accepted. Resolution 2018-16, a resolution authorizing the Village to enter into a purchase agreement for 555 Main Street North. Mr. Netzly moved, Mr. Hattery seconded to accept Resolution 2018-15. Netzly yes, Keith yes, Hattery yes, Berkey yes, Winkhart yes. Five yes votes. Resolution 2018-15 accepted. Ordinance 19-2018, an ordinance vacating un-named alley of property owned by the Navarre Bethlehem Joint Fire District, to be passed as an emergency. Ms. Winkhart offered and moved to accept Ordinance 19-2018 and declared same to be an emergency. Ms. Keith seconded. Netzly yes, Keith yes, Hattery yes, Berkey yes, Winkhart yes. Five yes votes. Motion carried. Ordinance accepted. Ordinance 19-2018, Mr. Berkey moved, Ms. Keith seconded rules requiring three separate readings of Ordinance 19-2018 be suspended. Ordinance 21-2018 tabled. STREETS AND ALLEYS The yard waste pit at the Waste Water Treatment Plant is open Monday – Friday from 7:30am to 3pm, weekends and holidays from 8:30 am to 11am. Leaf removal is hitting full stride. Flags will be hung for Veterans’ Day. Winter banners have been hung. A sink hole on Basin Street will be repaired when time permits. UTILITIES The Sewer Department jetted the sewer lines. There are a couple of gas leaks at the Waste Water Treatment Plant. A couple holes have been patched from water leaks. MISCELLANEOUS The Day Avenue property will be auctioned by Kiko in March and we should brush hog the property. Barricades will be set up in the Village for the parade route for Christmas in the Village. The ballfield will be roped off for the Skydiving Elves.
