Session 20, October 15, 2018
Mayor Robert Benson called the 20th Regular Session of Council to order on Monday, October 15, 2018. Council of the Whole met at 6:00 pm, prior to the Council Meeting. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Derek Netzly, Daniel Rouse, Robin Keith, Randy Hattery, Don Berkey and Pat Winkhart. Also attending the meeting were Clerk-Treasurer Anne Johnson, Navarre Village Solicitor Attorney Terry Seeberger, Village Administrator Zachary Wisselgren, Navarre Police Chief Dennis Albaugh, Alivia Albaugh, Zoning Inspector Jim Neely, Independent Reporter Arezov Vakili, University of Akron student Joelyn Cervantez and her parents, and Sabrina Hattery.

FINANCE Clerk-Treasurer Anne Johnson gave council a copy of today’s check register and the bills and claims. SOLICITOR Village Solicitor Attorney Terry Seeberger reported that AT&T’s lawyer contacted him on Friday and requested a 28 day stipulation of additional time to respond to the lawsuit. MAYOR Mayor Robert Benson stated that a section has been added to the Village of Navarre website that informs residents who is permitted to go door-to-door within the Village. Other than religious groups, door-to-door solicitation must be approved and will be listed on the website. You should contact Navarre Police if they would come to your door and they are not listed on the website and are not a religious group. Mayor Benson shared some positive Facebook comments about Officer David Bertman and Captain Chad Shetler with council. ORDINANCE AND RESOLUTIONS Resolution 2018-13, a resolution authorizing the Village Administrator and Clerk-Treasurer to make disbursement to Stark Board of Trade. Mr. Netzly moved, Ms. Winkhart seconded to accept Resolution 2018-13. Netzly yes, Rouse yes, Keith yes, Hattery yes, Berkey yes, Winkhart yes. Six yes votes. Resolution 2018-13 accepted. Resolution 2018-14, a resolution certifying tax levies to the county auditor. Ms. Winkhart moved, Ms. Keith seconded to accept Resolution 2018-14. Mr. Netzly moved to enter into Executive Session to discuss potential sale of property. Ms. Winkhart seconded to go into Executive Session. Council came out of Executive Session at 7:30 pm. Mr. Netzly motioned, Ms. Winkhart seconded to authorize the sale of all but five acres of the Day Avenue property at auction and authorizing the hiring of an auctioneer to advertise and sell the property under the direction of our Attorney and Administrator. STREETS AND ALLEYS The yard waste pit at the Waste Water Treatment Plant is open Monday – Friday from 7:30am to 3pm, weekends and holidays from 8:30 am to 11am. Residents should take brush to the yard waste pit now that leaf pickup is starting. Leaf pickup begins tomorrow. Brush pickup is done for the year. Various equipment has been serviced. Various street signs are expected to be received soon. UTILITIES A compromise was reached with Bogner Construction at the October 4th Construction Meeting. The Mayor noted thanks to our solicitor’s involvement, as litigation was avoided. MISCELLANEOUS The Christmas in the Village banner has been hung. Village Administrator Zachary Wisselgren met with Stark Soil and Water. They provided him with information to rewrite the Storm Water Management Program for Navarre. Reliable Heating and Cooling fixed the roof vent at the Civic Center. A new light was also installed in the stairwell at the Civic Center. At the last meeting, Council stated they would like the Christmas tree up at Rochester Square. A member of the Garden Club requested the tree not be put in the fountain at Rochester Square. Ms. Keith motioned, Mr. Hattery seconded to put the Village Christmas tree in the fountain. Netzly yes, Rouse yes, Keith yes, Hattery yes, Berkey yes, Winkhart yes. Six yes votes. Motion carried. Mr. Netzly would like the Police Chief to look into the cost of security cameras at Rochester Square and Canal and Main Street. Mr. Rouse reported that Vicki Owen-Merry would like to keep the restrooms at Navarre-Bethlehem Park open until after Christmas in the Village. Ms. Winkhart reported there will be a Council of the Whole meeting at 6:30 pm prior to the next Council Meeting on November 5th and that such meeting will need to be advertised.
