Session 8. April 16, 2018
Mayor Robert Benson called the 8th Regular Session of Council to order on Monday, April 16, 2018. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Derek Netzly, Daniel Rouse, Robin Keith, Randy Hattery, Don Berkey and Pat Winkhart. Also attending the meeting were Clerk-Treasurer Anne Johnson, Village Administrator Zach Wisselgren, Navarre Village Solicitor Attorney Terry Seeberger, Erie Valley Fire and Rescue Chief Rick Annen, Sabrina Hattery, and Village Zoning Inspector Jim Neely. Mr. Netzly moved to approve the minutes of the 7th Regular Session of Council held on April 2, 2018. Ms. Winkhart seconded. Netzly yes, Rouse yes, Keith yes, Hattery yes, Berkey yes, Winkhart yes. Six yes votes. Minutes approved.
SAFETY FIRE Erie Valley Fire and Rescue Chief Rick Annen distributed and reviewed the monthly fire and rescue report to council. Chief Annen advised there will be a pancake breakfast on Sunday, April 22, 2018 from 8:00 am to 1:00 pm. FINANCE Clerk-Treasurer Anne Johnson distributed a copy of today’s check register. SOLICITOR Village Solicitor Attorney Terry Seeberger reported he sent a letter to the AT&T Office of Dispute Resolution and he is awaiting a response. Attorney Terry Seeberger stated a letter was sent to Yoder Lumber Company and they have agreed to reimburse us for the clean-up costs and repairs. Attorney Terry Seeberger advised there will be a Planning Commission meeting on April 24th at 6:00 pm to approve a license to operate. ORDINANCES AND RESOLUTIONS Ordinance 7-2018, an ordinance authorizing the Village Administrator to advertise for bids for the collection of Village residential trash for a three year period, was given a third and final reading. Mr. Netzly offered, Mr. Hattery seconded Ordinance 7-2018 be placed in final passage. Netzly yes, Rouse yes, Keith yes, Hattery yes, Berkey yes, Winkhart yes. Six yes votes. Motion carried. Ordinance 7-2018 duly adopted. MAYOR Mayor Benson reported a Thank you note was received from MCTV Business Pro Account Executive Anthony Repp for allowing them to be our Telecom and Network provider. ACY Communications is Navarre’s Telecom along with our network provider. Navarre switched from AT&T Telecom service provider to MCTV on April 3, 2018. In addition, Navarre has upgraded MCTV Network service to fiber throughout Village Facilities. Mayor Benson stated Fohl Memorial United Methodist Church sent a letter of appreciation of Navarre’s gift as a testimony of love and remembrance of Pastor Dave West. Mayor Benson reported that Navarre-Bethlehem Township Community Park Chairperson Vick Owen has sent a letter to Lowes requesting the donation of a refrigerator for use at our Navarre-Bethlehem Community Park. Mayor Benson advised there will be a Park Board meeting on May 1, 2018 with the Navarre Baseball and Softball Association and the YMCA to discuss the Market Street Park. STREETS AND ALLEYS The yard waste pit at the Waste Water Treatment Plant is open Monday – Friday from 7:30am to 3pm and weekends and holidays from 8:30 am to 11am. Banners have been changed out. Village Clean-up day is scheduled for April 21, 2018 and will begin at 9:00 am. The first street sweeping in the Village is scheduled for April 18, 2018. UTILITIES Two vehicles were serviced. One fire hydrant was fixed and hydrant flushing is scheduled for April 24 -26, 2018. Programmable Logic Controller start up is scheduled for May 1, 2018. Hungerford and Terry will program the PLC. The Water Treatment Plant will start up the following week. Some sewer lines were jetted. MISCELLANEOUS The garage sale banner was hung. The Village, along with Bethlehem Township, plans to hire a part-time person to mow the Navarre-Bethlehem Park. Applications will be accepted through the end of April for this position. Mr. Hattery stated a sign is needed heading East on Canal Street advising “Trucks backing, do not pass”. Village Administrator Zach Wisselgren is working on a notice to be mailed to all residents explaining the increase in water pressure and the process of switching from the old tower to the new one. The VFW will be handling the Memorial Day Ceremony this year. Ms. Winkhart motioned. Ms. Keith seconded to have Sabrina Hattery replace Scott Kirby on the Navarre Zoning Board of Appeals.
