Session 1, January 4, 2016
Mayor Robert Benson called the 1st Regular Session of Council to order on Monday, January 4, 2016. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Derek Netzly, Daniel Rouse, Robin Keith, Pat Winkhart, Ray Gallaher and Gary Wilson. Also attending the meeting were Clerk-Treasurer Anne Johnson, Villager Administrator Jeff Seward, Police Chief Dennis Albaugh and Village Solicitor Attorney Terry Seeberger.
On the first order of business Mayor Benson requested nominations for President Pro Temp. Mr. Netzly nominated Pat Winkhart for President Pro Temp. Mr. Wilson seconded. Mr. Wilson moved to close the nominations. Ms. Keith seconded. Netzly yes, Rouse yes, Keith yes, Winkhart yes, Gallaher yes, Wilson yes. Six yes votes. Nominations closed.
Mr. Netzly moved, Mr. Wilson seconded to elect Pat Winkhart President Pro Temp. Netzly yes, Rouse yes, Keith yes, Winkhart yes, Gallaher yes, Wilson yes. Six yes votes. Pat Winkhart voted President Pro Temp for 2016. Ms. Winkhart and Mr. Wilson changed seats.
Mr. Netzly moved, Mr. Wilson seconded to approve Council Rules for 2016. Netzly yes, Rouse yes, Keith yes, Wilson yes, Gallaher yes, Winkhart yes. Six yes votes. Motion carried. Council Rules for 2016 approved.
Mr. Netzly moved to approve the minutes of the Regular Session of Council held on December 21, 2015. Mr. Wilson seconded. Netzly yes, Rouse yes, Keith yes, Wilson yes, Gallaher yes, Winkhart yes. Six yes votes. Minutes approved.
Chief Dennis Albaugh, Navarre Police Department, presented the yearly police report along with the monthly report to council.
Police Chief Dennis Albaugh requested that Mayor Robert Benson appoint the following officers to the Navarre Police Department Auxiliary Unit for 2016: Patrolmen Dan Kirby, Joshua Barrick, Robert Durben, Mitch King, Daniel Yeager, Jacob Miller, Matt Amendola and Detective Mark Weldon. Mayor Benson appointed them to the Navarre Auxiliary Police Unit and requested council’s consent. Netzly yes, Rouse yes, Keith yes, Wilson yes, Gallaher yes, Winkhart yes. Six yes votes. Consent given.
Chief Albaugh reported that Detective Hill is doing a good job working numerous cases involving sex crimes. Grant work is being done to procure body cams and bullet proof vests. Scott Baker is doing a lot of work on the police cruisers, saving the Village of Navarre money. Applications have been updated to comply with the Fair Hiring Act. Chief Albaugh thanked Village Administrator Jeff Seward for helping with the light that was out at Wooster and Main this morning.
Clerk-Treasure Anne Johnson gave council her December financial statements and a copy of today’s check register for approval. Council gave approval.
Mayor Robert Benson made the following appointments for 2016 and requested council’s consent.

Mayor Benson welcomed Robin Keith and Pat Winkhart to council and congratulated Ms. Winkhart on her election to President Pro Temp.
The Mayor distributed the committee assignments for 2016.
Mayor Robert Benson shared the thank you notes he had received from Fairless Grade School’s fourth grade class for the books about character that council had purchased for the class.
STREETS AND ALLEYS
The yard waste pit at the Waste Water Treatment Plant is now closed until the spring. The first brush pick up of 2016 will be on April 4, 2016.
The traffic signal replacement will start on January 5, 2016. A malfunction of the signal at Wooster and Main was temporarily fixed until new signals and controllers are installed.
Christmas trees placed curbside will be picked up until January 22, 2016.
Assistance was given to a resident with a water leak on December 31, 2015 and January 2, 2016.
The sewer on Second Street was cleaned on January 3, 2016 due to back up in a resident’s basement.
The contractors for the gas company project started work again on January 4, 2016.
Village Administrator Jeff Seward updated council on the Water Plant Expansion Project. The Solicitor, Engineer and the Administrator met in Columbus, Ohio with the plan reviewer from the OEPA on December 30, 2015 to review items needed for the final approval of the Water Treatment Plant permit to install. They left the meeting with the understanding of what is needed for the final approval.
The annual PERRP report will be due on February 1, 2016.
The Municipal Road Fund Application is due January 31, 2016. The Administrator will add the rest of Market Street to the application and will meet with the Street Committee to discuss other work needed in the Village.
Mr. Netzly requested an update on the property on Ohio Street. Mr. Wilson reported that there will be a meeting with the Solicitor and the Zoning Inspector.
Mr. Wilson reported that the maple tree at the Post Office is dead.
Mr. Gallaher reported that there are street lights out.
Ms. Winkhart requested business cards, a copy of the council rules and the street routes for snow plowing.
Ms. Winkhart thanked Patsy Benson for the reception held on January 1, 2016.

Mr. Netzly moved to approve bills and claims in the amount of $137,763.44. Mr. Gallaher seconded. Netzly yes, Rouse yes, Keith yes, Wilson yes, Gallaher yes, Winkhart yes. Six yes votes. Motion carried. Bills and claims approved.
