Session 2, January 18, 2016

Mayor Robert Benson called the 2nd Regular Session of Council to order on Monday, January 18, 2016.  Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance.  Members answering roll call were Derek Netzly, Daniel Rouse, Robin Keith, Gary Wilson, Ray Gallaher and Pat Winkhart.  Also attending the meeting were Clerk-Treasurer Anne Johnson, Village Administrator Jeff Seward, Village Solicitor Attorney Terry Seeberger, Martha Busto, Mike Busto, Shelly Smith and Greg Smith. 

Mr. Netzly moved to approve the minutes of the Regular Session of Council held on January 4, 2016.  Ms. Winkhart seconded.  Netzly yes, Rouse yes, Keith yes, Wilson yes, Gallaher yes, Winkhart yes.  Six yes votes.  Minutes approved. 

PUBLIC PARTICIPATION

Shelly Smith is interested in buying property at 323 Wooster Street and restoring the barn on the property for commercial use.  Village Solicitor Attorney Terry Seeberger stated that the issue needs to go to the planning commission for the barn to be rezoned.  According to Ms. Smith the purchase is contingent on the rezoning of the property. 

FINANCE

Clerk-Treasurer Anne Johnson gave council a copy of today’s check register for approval.

ORDINANCES AND RESOLUTIONS

Ordinance 1-2016, the permanent appropriations for 2016.  Mr. Netzly moved to accept Ordinance 1-2016.  Mr. Gallaher seconded.  Netzly yes, Rouse yes, Keith yes, Wilson yes, Gallaher yes, Winkhart yes.  Six yes votes.  Motion carried.  The first reading was given. 

SOLICITOR

Attorney Terry Seeberger informed council that he would be amending Ordinance 12-2015, the Village Parking Regulations.  It will read that any vehicle owned by a person with three or more unpaid parking tickets is subject to be towed.  The amendment was suggested to Attorney Seeberger by Captain Jason Fisher of the Navarre Police Department. 

Attorney Seeberger distributed a copy of a letter prepared for 81 Ohio Street on behalf of the Mayor and the Zoning Inspector. 

MAYOR

Mayor Robert Benson stated that he is planning to have the State of the Village at the next council meeting. 

STREETS AND ALLEYS

The yard waste pit at the Waste Water Treatment Plant is now closed until spring.  The first brush pick up of 2016 will be on April 4, 2016. 

The traffic signal replacement project is ongoing with delays being experienced due to the cold weather.

Christmas trees placed curbside will be picked up until January 22, 2016.

Salt was ordered and delivered and several vehicles have been maintenanced.

UTILITIES

Flow testing of the wells at the Water Treatment Plant will begin on January 19, 2016.  This is being done in conjunction with the EPA requirements to obtain a Permit To Install for the water project.

The Annual Sludge Report for the Waste Water Treatment Plant was completed and sent.

The Waste Water Treatment Plant will be inspected for gas leaks on January 19, 2016.  A new service will then be installed in conjunction with the gas project sometime thereafter.

Work continues on items needed for the Permit To Install approval from the Central Office of the OEPA.  The engineer will send in everything except the above mentioned flow test data and his basis of design table by the end of the week.

MISCELLANEOUS

The annual PERRP report was submitted.

The Municipal Road Fund Application is in progress.

There will be a meeting on January 20, 2016 at the Stark Development Board offices concerning site certification for Prospect Park and other sites in Stark County.  The Administrator and the Solicitor will be in attendance.

Mr. Wilson and Ms. Winkhart assisted a local business owner who needed to find a new location in the Village of Navarre to rent.

Mr. Gallaher said there are street lights out in the Village.

BILLS AND CLAIMS

Mr. Netzly moved to approve bills and claims in the amount of $77,096.21.  Ms. Winkhart seconded.  Netzly yes, Rouse yes, Keith yes, Wilson yes, Gallaher yes, Winkhart yes. Six yes votes.  Motion carried.  Bills and claims approved.
