Session 16, August 17, 2018

Mayor Robert Benson called the 16th Session of Council to order on Monday,     August 17, 2015. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Derek Netzly, Daniel Rouse, Don Berkey, Matt Feucht, Ray Gallaher and Gary Wilson. Also attending the meeting were Clerk-Treasurer Anne Johnson, Village Solicitor Attorney Terry Seeberger, Fire Chief Bill Toulson, Assistant Fire Chief Mike Cupples, Brad Bailey, Robert Hickey, Malvina Hicks and The Independent Reporter Austin Erickson. 

Mr. Gallaher moved to approve the minutes of the Regular 15th Session of Council held on August 2, 2015. Mr. Berkey seconded. Netzly abstained, Rouse yes, Berkey yes, Feucht yes, Gallaher yes, Wilson abstained. Four yes votes. Two abstained. Motion carried. Minutes approved. 

SAFETY FIRE

Fire Chief Bill Toulson distributed and reviewed the monthly report to council. Fire Chief Toulson reported that the light on the American Flag needs replacing and the lights on the front of the station need to be repaired. 

Fire Chief Bill Toulson requested that Mayor Robert Benson appoint Brad Bailey to the Navarre Fire Department on a six month probation period.

Fire Chief Bill Toulson asked council for a donation to help defray the cost of the Pig Roast event insurance. Mr. Netzly moved to donate $500.00 to the Village of Navarre Fire Departments Pig Roast to help with the cost of insurance. Mr. Gallaher seconded. Netzly yes, Rouse yes, Berkey yes, Feucht yes, Gallaher yes, Wilson yes. Six yes votes. Motion passed. 

FINANCE

Clerk-Treasurer Anne Johnson gave council a copy of the check register for approval. Council gave approval. 

ORDINANCE AND RESOLUTIONS

Ordinance 10-2015, an Alternative Tax Budget for 2016 and declared an emergency. Mr. Netzly offered and moved to accept Ordinance 10-2015 and declaring same to be an emergency. Mr. Gallaher seconded. Netzly yes, Rouse yes, Berkey yes, Feucht yes, Gallaher yes, Wilson yes. Six yes votes. Motion carried. Ordinance accepted. 

Ordinance 10-2015, Mr. Wilson moved, Mr. Feucht seconded rules requiring three separate readings of Ordinance 10-2015 be suspended. Netzly yes, Rouse yes, Berkey yes, Feucht yes, Gallaher yes, Wilson yes. Six yes votes. Rules requiring three separate readings suspended. 

Ordinance 10-2015, Mr. Berkey moved, Mr. Wilson seconded Ordinance 10-2015 be placed in final passage. Netzly yes, Rouse yes, Berkey yes, Feucht yes, Gallaher yes, Wilson yes. Six yes votes. Motion carried. Ordinance 10-2015 duly adopted.

SOLICITOR

Attorney Terry Seeberger reported that the Zoning Board met and approved a variance for the property at 105 Main Street N. to be used as a single family residence. 

MAYOR

Mayor Benson was pleased to report that the building on the corner of Market and Wooster would be coming down on August 18, 2015. 

Columbia Gas will begin its pipe replacement project in Navarre on August 17, 2015. It involves the majority of the Village south of Wooster Street. A map of the area is on the Village of Navarre’s website. 

Mayor Benson reported that mosquito spraying is scheduled for Navarre starting at 8:00P.M. on August 19, 2015, weather permitting. 

The Mayor has been working with the United Way and their Ways to Work Program. The program helps Stark County residents who do not qualify for a traditional loan get financial assistance to procure a car for transportation to work. Information about the program and how it works is on the Navarreohio.net website. 

MISCELLANEOUS

Mr. Netzly requested an update on the Ohio Street property. The Mayor reported that the house is now occupied and the owners are making repairs. The Health Department had been there and reported no violations. 

Mr. Netzly wondered if there were any plans in place for street paving? Mr. Feucht reported that the Street Committee had turned in their list and residents have been asking too. 

Mr. Netzly reported that the first Monday of September is the Labor Day Holiday and moved to hold a special council meeting on September 14, 2015. Mr. Feucht seconded. Netzly yes, Rouse yes, Berkey yes, Feucht yes, Gallaher yes, Wilson yes. Six yes votes. Motion carried. This would be the only council meeting in September. Attorney Terry Seeberger requested a Finance Committee meeting for 6:00 P.M. that day to review the new Income Tax Ordinance. 

Mr. Wilson requested an update on the distribution of the auction money. The Clerk-Treasurer reported that the money raised would be distributed to the departments where the equipment came from. 

Mr. Wilson wanted to thank the Navarre Police Department for their vigilance. A neighbor called the police while their house was being watched by his nephew. 

BILLS AND CLAIMS

Mr. Gallaher moved to approve bills and claims in the amount of $63,423.49. Mr. Netzly seconded. Netzly yes, Rouse yes, Berkey yes, Feucht yes, Gallaher yes, Wilson yes. Six yes votes. Bills and claims approved.
